Philadelphia Works has a hybrid schedule; staff work 2 – 3 days in the office.
Position Summary
The Performance Analyst produces recurring and ad-hoc performance and programmatic reporting with the support of the Manager, Research & Analysis and the Director, Research & Data. These reporting and analytical contributions provide insight into the services, program participants, and outcomes of the Philadelphia workforce system and play an important role in improving program performance. The Performance Analyst supports the Research & Data team as well as other teams across the organization in performing detailed analysis of program data, identifying patterns, and communicating potential problems and solutions.
Essential Functions
1. Support analytical projects through planning, implementation, and evaluation across Philadelphia Works teams; training providers; youth program providers, PA CareerLink® centers; apprenticeship partners; employers; strategic initiative partners; and other external entities.
2. Proactively partner with the internal teams to review activity and performance and drive system improvements.
3. Perform detailed analysis of program data, relying on basic use descriptive and inferential statistics.
4. Track, analyze, and communicate on state and federal program performance; internally-created program performance measures; service delivery; and employment, training and education outcomes.
5. Collaborate with other team members to produce research and reporting that ties program performance data to broader economic trends.
6. Create and maintain compelling data visualizations in reporting, presentations, and online dashboards.
7. Develop and maintain working knowledge of relational database and statistical programming language, R.
8. Maintain working knowledge of state and federal performance and data entry guidelines.
9. Create, manage, and execute database queries to support recurring and ad-hoc reporting.
10. Perform other duties as assigned.
Education/Professional Experience
Bachelor’s degree in statistics, analytics, or application programming in Social Sciences, Statistics, Business Administration, or related field with a minimum of 2 years of experience in data analysis and/or performance evaluation. Or any combination of education and experience determined to be acceptable.
Skills & Qualifications
· Basic knowledge of research methodologies and basic inferential statistics.
· General knowledge of relational database and statistical programming. Working experience in at least one statistical software package, such as R, STATA, SPSS, or similar platform. R is strongly preferred.
· Ability to identify challenges and propose both short-term and long-term solutions.
· Excellent verbal, written, analytical and interpersonal communication skills.
· Must be detail oriented and highly organized with strong analytical skills.
· Strong critical thinking and problem-solving skills
· Able and open to learn new systems and technical processes quickly.
· Proficient in Microsoft Office products.
· Must be able to meet deadlines and work on multiple projects on tight timelines.
· Ability to relate to people of diverse educational and cultural backgrounds as well as government agencies, public officials and all levels of management.
· Preferred but not required: Familiarity of TANF & WIOA, familiarity with case management data systems, basic knowledge of geographic information systems (GIS)
