JPI is seeking a Project Management Consultant to assist the U.S. Coast Guard with a large-scale government-wide organizational transformation and Executive Secretariat functions. The Project Management Consultant will be a member of a team providing project management, governance, process improvement, communications, and data analysis support to a federal client. The successful candidate will have 3-4 years of experience implementing and managing federal programs, facilitating governance functions, developing project management tools, as well as interacting with high level federal clients. Thought leadership, critical thinking, clear written and oral communication skills are a must. Must be a self-starter with the ability to work effectively independently and in team settings to include close collaboration with program managers and client personnel.

Responsibilities

· Support multiple project implementation efforts and projects of high complexity.

· Create project management-related strategies and action plans.

· Support Project Management Backlog & Planning meetings.

· Develop and maintain project plans, work breakdown structures (WBS), plans of actions and milestones (POAM), and integrated master schedules (IMS).

· Manage projects of high complexity and direct the completion of projects within estimated timeframes and resource constraints.

· Identify strategies for automating and implementing efficient work management processes.

· Create project status briefings and reports.

· Develop project artifacts including charters, agendas, minutes, and correspondence.

· Coordinate tasks across teams to review work products for completeness, quality, and adherence to customer requirements.

· Schedule, prepare meeting materials, and facilitate meetings and workshop sessions with stakeholders.

· Read and interpret government policy, regulations, and directives and apply those to required activities.

· Identify risks to project progress and develop risk mitigation strategies.

· Identify issues and develop issues resolution/escalation strategies.

· Participate in program management working sessions and support program managers in executing day-to-day project management activities.


Requirements

· BA/BS with 3-4 years of relevant experience

· Excellent written and oral communication skills

· Ability to obtain a Public Trust Clearance

· Ability to work remotely


Preferred Qualifications

· Relevant experience in direct support of the US Coast Guard, Government Agencies supporting defense or Homeland Security missions.

· Knowledge of executive secretariat and governance functions.

· Knowledge of Agile and Waterfall principles and frameworks for Project Management.

· Proficient in the following Microsoft applications: Word, Excel, PowerPoint, Outlook.

· Ability to communicate effectively, both orally and in writing.

· Understanding of developing project management methodologies (processes, best practices, tools, and templates).

· Proven ability to support multiple projects and deliverables simultaneously in a deadline driven process.

· Strong attention to detail. 

· Experience in building and managing client relationships.

· Ability to recognize new business development opportunities.
