The Capture/Business Development Manager is responsible for leading capture for a dynamic growth mission and works closely with the Business Development Director, Proposal team, Director of Operations, and a broader team of subject matter experts throughout the organization to ensure achievement of strategic growth objectives for NGDS while also maturing internal workflows and processes.
This position will manage capture and business development responsibilities to produce a compelling offer design/proposal in response to contract bids for R&D, S&T, and IT Engineering oriented services across C5ISR, Cyber, and related advanced technology areas (e.g., AI/ML). The Capture/Business Development Manager has to be able to effectively work with Solution Architects and Subject Matter Experts (SMEs) in a manner that conveys to them what support is needed for the win strategy.
This position requires extensive experience in leading captures, including customer engagement, strategy development, resource planning, and internal acquisition processes. This position requires strong verbal and written communication skills that can easily adapt communication to the audience without compromising the clarity of the message. This position requires a high business acumen, technical education or related experience, resourcefulness, and an internal/external customer relations-oriented mindset. This position requires an inherent self-starter who is self-motivated with an entrepreneurial spirit.
The Capture/Business Development Manager works collaboratively with all stakeholders and therefore requires a confident demeanor, strong knowledge of the government IT contracting industry, and a willingness to be hands-on with execution of capture, business development, and proposal collaboration efforts. Multitasking without the compromise of due diligence is essential as this position will be using a variety of portals and methodologies simultaneously. The position requires the ability to effectively work in a fast paced, high demand environment with a determination for success through effective business development methodologies. A solid history of relevant experience working for a Defense Contractor is required, which should include experience within the government IT industry. Experience with NIWC (SPAWAR) and Navy Program Executive Offices is highly preferred.
This position reports directly to the Business Development Director and will work closely with the rest of the leadership and proposal team.
Roles and Responsibilities:
- Business Development Strategy & Research: Identify key partnerships and opportunities in the R&D, S&T, and IT Engineering oriented services across C5ISR, and Cyber space.
- Business Development Sales & Execution: Lead the end-to-end business development process, from generating leads to securing partnerships.
- This position will regularly review the government portals for potential opportunities to collaborate with the Business Development Director and Proposal Team regarding recommendations for pursuit, bid/no bid, etc.
- Produce capture efforts, including oversight of associated proposals, throughout the entire capture/proposal process from opportunity identification to contract start (e.g., qualification, capture, proposal, ENs, ORALs, FIPR, protests, etc.)
- Lead and manage internal and team stakeholder relationships (individuals, key people, teammates, working groups, etc.) to produce a discriminating offer that is compliant and responsive to RFP requirements and customer issues.
- Coordinate external stakeholder relationships (customers, acquisitions, etc.) with business development and operations leads.
- Formulate teaming strategy, structure, and select teammates based on an analytical assessment of NGDS’s strengths/weaknesses against customer issues, SOW/RFP requirements, and competition.
- Select key personnel/management team members that not only meet RFP requirements but exceed them in a discriminating manner.
- Be actively engaged, at all levels, in developing the price to win based on an analysis of the incumbents winning price and contract performance history, the customers’ buying practices and recent awards of similar contracts.
- Qualify opportunities and transition pursuits into active captures.
- Understand and guide Solution Architects and SMEs developing technical solutions.
- Be directly involved in the design of the technical and management solutions so they not only address customer issues and associated win themes but achieve the price to win.
- Work with the NGDS contract and program managers to ensure a smooth and full transference of proposal concept, ideas, and strategies into contract operations.
- Performs additional duties and responsibilities as necessary to optimize PWin
- A proven record of accomplishment of building relationships, closing deals, and achieving ambitious targets.

Desired/Required Skills:
- Technical and/or Leadership/Management-focused Master Degree with 7 years of Department of Defense (DoD) industry experience OR Bachelor Degree with a minimum of 10 years of Department of Defense (DoD) industry experience.
- 7+ years of industry experience in sales, capture leadership, business development, and/or program management
- Experience w/ Agile for Business tools such as Jira (Kanban) and Confluence
- Demonstrated capture leadership experience.
- Demonstrated Business Development Experience
- Demonstrated people leadership skills and the ability to lead effectively in a diverse team environment.
- Proven ability to provide independent critical assessments, which result in better outcomes for the enterprise.
- Demonstrated ability to lead multi-disciplinary business development, strategy development activities.
- Knowledge of the Federal Acquisition Regulation (FAR).
- Shipley Associates Certification strongly desired.
- Proficient with Microsoft Office Suite products, MS Teams, SharePoint, and Project.
- Outstanding attention to detail, organizational, and time management skills
- Excellent written/verbal communication and interpersonal skills.
- Ability to work independently and deliver high quality work with strict deadlines.
- Collaborative team focus to support a cohesive work team.
- Must possess willingness to contribute to the development of capture and BD efforts from the ground up.

- Experience working with Government contractor providing Information Technology (IT) services highly desired.
