The Role You Play
The Chief Operating Officer at Pawnee Mental Health is responsible for providing operational oversight, designing and overseeing operational systems that enable the effective, efficient delivery of a diverse array of business functions. Excels in working with multidisciplinary clinical teams to structure client-centered, team-based care delivery systems. The COO is strategically astute, with a focus on developing and executing innovative strategies to optimize operational efficiencies while ensuring the highest quality outcomes, safety and regulatory compliance. Additionally, the COO will possess a strong background in communication strategies. Promotes, explains, drives and enforces productivity standards across all programs of Pawnee Mental Health. Ensures inter-departmental collaboration working closely with the Chief Financial Officer, Chief Clinical Officer, Director of Quality, Director of Marketing, and Compliance Officer, using a balanced and collaborative approach across the organization. Partners with referral sources, state/federal agencies and trade organizations to ensure access to care, continuity of care and business operations. The COO is expected to prioritize the agency’s overall best interests, be an active participant and advisor to the senior management team. Must be a self-starter, strategic yet hands-on, and thrive in a fast-based environment.
The COO oversees the following functions: facilities, transportation, training, HR, credentialing, IT, vendor management, and office management.
Operational Efficiency:
- Work in collaboration with the Management and Leadership teams to drive the execution of Pawnee Mental Health’s strategic business goals.
- Collaborate with the Chief Financial Officer and the Chief Clinical Officer to optimize our team-based care delivery models, leveraging our human capital, agency assets, and physical space to deliver on Pawnee’s mission.
- Develop and implement annual capital improvement plans to secure and maintain space and equipment necessary to deliver on Pawnee’s mission.
- Collaborate with Management and Leadership teams to ensure an efficient staffing model and appropriate resources are secured and deployed to deliver on expected client quality outcomes, safety goals and regulatory compliance across Pawnee’s operations.
- Develop, communicate, and implement business strategies, plans and procedures; define, measure, and manage comprehensive goals for performance and growth, in context of the Pawnee’s mission.
- Collaborate cross-functionally to develop and deliver on the execution of the operational plans, budget, and key performance indicators.
- Define and direct organizational policies, internal controls, standards, and procedures consistent with the goals and culture of Pawnee for respective departments.
- Oversee daily operations of Pawnee Mental Health and provide mentorship and support to direct reports and their teams, fostering a team-centered culture that enables employees to maximize their performance and engagement.
- Recruit, retain and develop talent at all levels, and provide coaching and mentoring as needed.
- Keep the CEO updated on issues, incidents and matters of importance in a timely manner.
- Serve as a member of the management team.
- Ensure maintenance of all licensures and certifications in collaboration with the Chief Clinical Officer and program directors.
- Ensure that all programs are operated in compliance with the expectations of Pawnee, the Kansas Department of Aging and Disability Services, Managed Care Organizations, the Association of Community Mental Health Centers of Kansas and all contracts and regulations.
- Attend meetings of the Board of Directors and provide information as requested.
- Provide leadership for Technology Services Steering Committee.
- Participate in community activities that promote awareness of behavioral health issues and that promote the positive image of Pawnee.
- Participate in fundraising activities as needed.
- Network with State, regional and local health care, mental health care and social services representatives and organizations.
- Provide operational leadership/support of Pawnee’s Electronic Medical Record while working cooperatively with clinical leadership.
- Set measurable outcomes for operational services, establish specific measurable goals and performance indicators, develop and/or revise tools to measure progress, regularly review progress, identify areas where programs excel, develop alternatives in areas that need improvement, identify, and eliminate barriers to goal achievement in collaboration with program directors, supervisors, and managers.
- Assume/assign interim direction of operational programs when director/manager/supervisor positions are vacant.
- Collaborate with operational program directors, supervisors, and managers to hire, supervise, and evaluate qualified staff and ensure they are trained to meet the needs of Pawnee. Document concerns and provide feedback as necessary.
- Maintain and advance knowledge and skills related to field of work through regular review of pertinent materials and attendance at training events.
- Adhere to the standards, policies and instructions established by Pawnee Policy and Procedure and any applicable ethical codes within field of employment.
- Review and comply with the Pawnee Code of Conduct outlined in the Employee Handbook.
- Perform other reasonably related duties as assigned by immediate supervisor or other management personnel.
Financial Performance:
- Works closely with the Billing department and Human Resources to monitor the status of provider insurance enrollment.
- Work cross-departmentally and in collaboration with the Chief Clinical Officer to ensure the highest level of productivity for all participating staff including but not limited to:
o Review and maximization of staff schedules to support optimal productivity.
o Ensure timely enrollment of all new providers and therapists with insurance carriers in a timely fashion.
o Regularly update Pawnee’s Wage and Salary policy, communicate the applicable changes to program directors, managers and supervisors to ensure programs meet productivity metrics identified in the policy.
- Provide leadership with identifying capital needs of the organization and participate in evaluating the funding opportunities to meet the needs identified.
- Oversee and manage purchased services including IT, EHR, leases, facilities, MOUs, and general contracts ensure accountability for service level agreement performance.
- Manage cross-departmental grants to include required reporting, development, and execution of RFPs, bid evaluation, bid awards, and oversee the procurement and installation of grant funded items.
Business Development:
- Identify and pursue opportunities for growth and expansion of Pawnee Mental Health services and programs.
- Develop and execute strategic business plans to increase revenue streams and financial sustainability.
- Establish and maintain relationships with landlords and business partners.
- Conduct market research to identify new service opportunities and trends in collaboration with the Chief Clinical Officer.
- Negotiate contracts and partnerships to enhance service delivery and financial stability of Pawnee Mental Health.
Leadership and Organizational Development:
- Foster a culture of collaboration, innovation, and continuous improvement within Pawnee Mental Health.
- Mentor and develop leadership skills within the organization to build a strong, cohesive team.
- Continuously communicate Pawnee’s strategic goals to staff, managers and directors and work with them on implementation of such goals in areas of operations.
Required:
- Master’s degree in Healthcare Administration, Business Administration, Public Administration, or related field.
- A solid 5+ years of senior management experience in healthcare business operations out of which at least 3 years have been at a Director of Operations or Director of Administration level at a Community Behavioral Health organization, psychiatric hospital, community hospital or a Federally Qualified Health Center.
- Strong organizational skills
- Strong oral and written communication skills using the English language
- Strong personal computer skills
- Ability to analyze complex data sets
- Ability to lead process improvements, root cause analyses, and troubleshot complex, diverse systems
- In-depth understanding of relevant healthcare regulations as well as healthcare finance and business processes
- Ability to lead and inspire organization’s mission while building meaningful partnerships and alliances within the community
Preferred:
- Lean Six Sigma or Project Management Certified
- Experience in managing or overseeing Information Technology personnel
- Experience with Microsoft Office software
- Work experience in or with the Kansas Community Mental Health System or the CCBHC model preferred.
