Position Title: Family Services Program Manager

Position Summary

Under the supervision of the Education and Advocacy Director and the Santa Barbara County Clinical Director, the Program Manager for the Family Services Program is responsible for the management, supervision, and coordination of staff in both adult and youth Family Services programs, including San Luis Obispo Family Support Specialists, the Northern Santa Barbara County Partners in Hope/Family Support Specialists, and the Triple P Coordinators. The Family Services Program provides early intervention, support services and assistance for families navigating the mental health system in both the public and private sector. Program activities include: one on one appointments with family members, phone consultations and referrals, Family Support Groups in English and Spanish, Family Education Classes, including Triple P Parenting Classes, Family Orientation Class, Families and the Judicial System Class and support in navigating the courts and local law enforcement agencies, outreach and stigma reduction to the general public and target populations, and providing available resources to anyone who has someone in their life they know or suspect has mental illness. Responsibilities include developing and maintaining a comprehensive range of family support, education, advocacy, and services that assist and empower families. The Family Services Program provides information regarding local NAMI (National Alliance on Mental Illness) resources. The Program Manager is responsible for having knowledge and skills in all aspects of the program and will uphold and promote the program philosophy in all duties performed.


Hours/ Salary/ Employee Perks

Full-time, Exempt position. Includes a generous individual benefits package that includes health, dental, vision, life, 403b retirement (with up to a 5% employer match) paid vacation/holiday time, and paid sick time. Anticipated hiring range is $76,440- 78,000 (*Full Salary Schedule $76,440-$93,080 per hour).

Responsibilities and Duties:

  1. Train, guide, and support the Family  Services team in coordinating client referrals and linkage to service providers throughout both counties.
  2. Participate in outreach events, providing education and resources to the public in a  variety of settings including health fairs and walks, community events, and mental health forums.
  3. Develop, implement, and maintain increased family support and family driven program opportunities including the TMHA Family  Orientation class, Families and the Judicial System, Triple P Parenting  Classes and Family Support Groups.
  4. Develop training opportunities, database training, and  promote any on-going training opportunities available, for family services staff.
  5. Promote Peer Certification for all staff members.

6. Promote, encourage and maintain trauma-informed practices in all services and activities. Practice and promote, both individually and in team meetings, TMHA’s Guidelines for Collaborative Communication in order to facilitate clear, empathetic and person-centered communication. 

  1. Ensure a clean, safe, and healthy environment in all  programs. 
  2. Communicate program issues to the Directors and  collaborate with program staff to resolve daily issues. 
  3. Connect weekly with each staff member of the programs and  as a group at the monthly department staff meeting.
  4. Help maintain the Apricot database for Family Services,  including training of staff, problem-solving user issues, and coordinating database development with the Directors and Quality Assurance Coordinator.      
  5. Meet weekly with the Directors for program evaluation, and budget oversight. Make recommendations to the Directors for program changes or enhancements.
  6. Review programs to ensure compliance with program policies and recognized professional ethical and safety standards.
  7. Provide trainings and presentations for the community, families and new staff in an effort to educate, reduce stigma and make      available services and resources to families and their mentally loved  ones. 
  8. Provide information and education for TMHA’s New Employee Orientation including a presentation and overview of the Family Services  Program. 
  9. Implement agency policies and ensure accurate program  paperwork; this includes time sheets, petty cash, stipends, inventory, and  outcome reporting forms.
  10. Assist staff in building appropriate relationships with families through effective communication techniques. Also, provide guidance, discipline,  support, and problem solving to employees. Serve as a Family Support Specialist as needed, especially during  staff absences.
  11. Set program budgets in conjunction with the Directors and  Finance Director and authorize significant purchases as needed. 
  12. Work with Directors to identify, explore and capture additional funding sources (MediCal, CYBHI, local grants, etc.)
  13. Hire, train, supervise, and develop program staff; this  includes interviews, evaluations, consultations and terminations. 
  14. Complete required hours of in-service training, and  attend all required meetings and monitor staff completion of the same.
  15. Communicate program issues to the Directors and work as  part of a collaborative team with TMHA staff and management, NAMI, SLO  Behavioral Health Services and other agencies and partners. Work in cooperation with the Directors  on program development and public relations. 
  16. Work collaboratively with peer run programs, Behavioral  Health Navigation, TMHA Outreach and Presentations, Central Coast Hotline,  TMHA Wellness Centers, and other programs in disseminating mental health      resource information and educating the community about recovery and  wellness.
  17. Other tasks as assigned by Director.

Job Environment:

  1. Moderate,  physical activity and frequent driving; may include moving or lifting up      to 50 lbs.
  2. Position  supervises all staff in the program and supports the team approach to  meeting program objectives.
  3. Involves moderate risks that require safety precautions and the risk of exposure to potentially intense situations.
Requirements

Minimum Requirements 

Bachelor’s degree and two years’ experience working with individuals experiencing mental illness, substance use and/or homelessness. Must have a minimum one-year experience in a leadership or supervisory role, including budget management (total 3 years’ experience) OR High School Diploma/GED and 4 years’ experience working with individuals experiencing mental illness, substance use and/or homelessness. Must have a minimum four years’ experience in a leadership or supervisory role, including budget management (total 8 years’ experience). Preference will be given to candidates who have lived experience as a family member of a person with mental illness. Preference will be given to candidates who Spanish/English bilingual. Must be available and willing to work occasional evenings and/or weekends. Strong understanding of family systems and dynamics, with the ability to train and guide staff to work with the family as an emotional unit. Strong interpersonal skills, collaborative work style and strong oral, written, and communication skills. Well defined organizational and time management skills. Ability to work independently and flexibly. Ability to handle intense situations, display good judgment and decision-making skills, and remain calm and clearheaded under pressure. Able to work effectively with a variety of people and personality types regardless of age, ethnicity, race, religion, sexual orientation, gender identity/expression or socio-economic level Ability to possess and maintain good physical and mental health. Ability to work well within a team and maintain a professional, respectful attitude in the workplace. Ability to be willing to work with supervisor oversight and direction. Attendance is an essential function of this job that requires face-to-face interaction with clients and/or other employees. Conditions of employment include: Must be at least 18 years of age; possess a valid CA Driver’s License, at least 2 years driving experience and DMV driving record that meets TMHA’s current vehicle insurance requirements. May be required to utilize reliable personal vehicle and auto insurance. Must comply with a TB assessment (possibly a TB test if needed to confirm a negative tuberculosis result) and receipt of a criminal record clearance through fingerprinting. Must be able to successfully complete First Aid and CPR training.
