We are seeking a dedicated and detail-oriented Municipal & Water Resources Construction Inspector (RPR) II to join our team in Harrisburg, PA. As a Municipal & Water Resources Construction Inspector II, you will play a crucial role in overseeing on-site construction activities, ensuring compliance with contract documents, and serving as a key liaison between engineers and contractors. Your expertise will help drive project success while upholding municipal and client standards.


Key Responsibilities

  • Project Oversight: Review project schedules, shop drawing submittal schedules, and schedules of values prepared by contractors; collaborate with engineering to ensure compliance
  • Liaison Role: Act as the engineer’s representative with the contractor, working closely with the contractor’s superintendent to clarify contract documents and ensure alignment
  • Construction Observation: Conduct on-site construction observation and administration in accordance with contract documents to monitor progress and quality
  • Inspection Duties: Inspect developer-installed improvements on land development and subdivision projects for compliance and quality assurance
  • Documentation: Maintain a comprehensive project diary/log, including contractor hours, weather conditions, and records of work change directives, change orders, or changed conditions
  • Compliance Reviews: Evaluate plans for adherence to municipal requirements and standards
  • Cost Estimation: Prepare or review improvement guarantee cost estimates to ensure accuracy and completeness
  • Guarantee Requests: Review improvement guarantee reduction requests and provide recommendations
Requirements

  

  • High school diploma or GED required
  • 4+ years of project experience in construction observation and administration including: 

               o Stormwater

               o Site grading

               o E&S control

               o Paving

               o Bridges

               o Concrete (Curbs and Sidewalks)

               o Utilities

  • Basic understanding of survey, grade and cut sheets, and quantity data
  • NECEPT Field Technician certification in Asphalt and/or Concrete, highly desired
  • NICET certification in Highway Construction Inspection highly desired, but not mandatory
  • Intermediate proficiency in Microsoft Office Suite including Outlook, Word, and Excel
  • Must have a flexible schedule in order to work when contractor’s crew is on-site
  • Must be organized and possess the ability to communicate effectively and in a professional manner
  • Must have a valid U.S. Driver's License to travel to job sites, meetings and/or regional office(s)
  • Legal authorization to work in the U.S.
