Senior Accountant
Salary Range: $100,000 - $125,000

Location: Arlington, VA

Education Requirements:

  • Bachelor’s Degree in Accounting, Finance, or a related field.
  • Professional certifications such as CPA, CMA, or MBA preferred.

Experience Requirements:

  • 8-10 years of comprehensive experience in accounting, auditing, financial analysis, and financial operations.
  • Demonstrated expertise in business law, cost accounting, and computerized accounting systems; relevant experience may substitute for certification.

Software Skills:

  • Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) and advanced data analysis techniques.
  • Familiarity with Momentum-based systems, particularly the Unified Financial Management System (UFMS) and Treasury Secure Payment System.

Job Overview:
The Senior Accountant is responsible for overseeing complex accounting functions, ensuring compliance with financial regulations, and providing detailed financial analyses that support strategic decision-making. This role demands a deep understanding of accounting principles, excellent analytical skills, and the ability to operate efficiently within federal financial systems.

Key Responsibilities:

  • Financial Reporting:

Prepare, analyze, and review financial statements, ensuring compliance with GAAP and federal regulations. Develop comprehensive monthly accounts payable metrics to support submissions within UFMS and the Finance Invoice Application (FIA).

  • Audit Support:

Coordinate and assist with internal and external audits, providing accurate documentation and comprehensive analyses of financial transactions. Maintain strong internal controls and monitor compliance with financial regulations.

  • Financial Analysis:

Conduct in-depth analyses of financial data, including trends and variances, and present findings to senior management. Develop and analyze financial reports related to Fleet and Wex card data, ensuring accuracy in disbursements.

  • Cost Accounting:

Perform detailed cost analysis, offering recommendations for cost control and operational efficiencies. Reconcile affected U.S. Standard General Ledger accounts for monthly posted transactions.

  • Policy Development:

Develop and implement standard operating procedures for all accounts payable processes, including Intragovernmental Payments and Collections (IPAC), ensuring alignment with federal guidelines.

  • Payment Support Services:

Process invoices and demand notices, ensuring compliance with UFMS protocols. Complete data entry within the Treasury Secure Payment System, maintaining an error rate of less than 3% in invoice processing.

  • Team Collaboration:

Work cross-functionally with divisions and external agencies, providing financial insights and resolving inquiries related to financial transactions and policies.

  • Training and Mentorship:

Provide mentorship to junior staff and deliver training on financial systems and procedures. Create and maintain training materials for ongoing development of the finance team.

  • Travel and Relocation Support:

Assist with travel policy development and interpretation, ensuring compliance with Federal Travel Regulations (FTR). Review and process travel vouchers, ensuring accuracy and adherence to policy. Manage relocation processes and provide expert guidance to transferees.

  • Administrative Support:

Provide general administrative assistance to the Office of Finance, including document management and support for financial training initiatives.

Additional Responsibilities:

  • Generate monthly billing reports and maintain records for IPAC transactions, ensuring all data is reconciled and reported accurately.
  • Prepare and analyze Treasury reports and financial statements, including the SF-224 Statement of Transactions and other required financial documentation.
  • Perform regular reconciliations of cash and budgetary accounts, addressing discrepancies and preparing accruals as necessary.
  • Support audit preparations by ensuring compliance with internal controls and providing necessary documentation for review.
  • Assist in monitoring unliquidated obligations and providing quarterly reports to management.
