Job Description Summary:

The Division Manager – Supply and Services is responsible for the overall management and operational success of the Supply and Services Division supporting an Army logistics contract. This position provides direct managerial oversight of multiple critical sections, including the Central Receiving Point (CRP), Packing & Crating, Hazardous Material Control Point (HMCP), Shipping and Receiving, Turn-In, Central Issue Facility (CIF), and Stock/Storage Management Office (SSMO). The Division Manager ensures all logistics operations are conducted efficiently, safely, and in compliance with Army regulations and contract requirements. This role encompasses leadership, resource management, operational accountability, and workforce supervision to meet mission-critical logistics objectives.


Key Responsibilities:

  • Provide direct managerial oversight for the division’s operations, ensuring the CRP, Packing & Crating, HMCP, Shipping and Receiving, Turn-In, CIF, and SSMO sections operate efficiently and in compliance with Army regulations.
  • Supervise and mentor section supervisors and personnel, ensuring all operations align with contractual and organizational goals.
  • Develop and implement strategic plans to enhance the division's performance and meet mission requirements.
  • Foster a culture of safety, accountability, and continuous improvement across all sections.
  • Oversee CRP operations to ensure accurate receipt, inspection, and storage of inbound supplies and equipment.
  • Manage Packing & Crating activities to ensure proper packaging and shipment of goods in compliance with Army and international shipping standards.
  • Supervise HMCP operations, ensuring safe handling, storage, and disposal of hazardous materials.
  • Direct Shipping and Receiving operations to ensure timely and accurate processing of all outbound and inbound shipments.
  • Oversee Turn-In operations, ensuring proper documentation, inspection, and transfer of excess or unserviceable property.
  • Manage CIF operations to ensure the efficient issue, exchange, and accountability of organizational clothing and individual equipment (OCIE).
  • Supervise SSMO activities to ensure effective inventory management, warehousing, and supply chain optimization.
  • Monitor and maintain compliance with automated logistics systems, such as GCSS-Army, to ensure data accuracy and accountability.
  • Ensure all division operations adhere to applicable Army regulations, including AR 710-2, AR 735-5, and DA PAM 710-2-1.
  • Conduct internal audits and inspections to ensure operational readiness and compliance.
  • Prepare for and support external inspections, addressing findings and implementing corrective actions.
  • Develop and manage the division’s budget, ensuring efficient use of resources while controlling costs.
  • Forecast personnel, equipment, and material requirements for all sections to meet operational needs.
  • Coordinate with contract leadership to secure necessary resources for mission success.
  • Supervise, train, and evaluate section supervisors and personnel, ensuring alignment with organizational and contract performance standards.
  • Develop and implement training programs focusing on safety, operational proficiency, and compliance with Army regulations.
  • Conduct performance reviews, address personnel issues, and support professional development to maintain a motivated and capable workforce.
  • Prepare and submit reports on division performance, operational metrics, and budgetary status to senior leadership and government representatives.
  • Ensure timely and accurate documentation of all logistics activities, including inventory levels, supply transactions, and operational milestones.
  • Serve as the primary point of contact for government representatives regarding division operations, addressing concerns and ensuring satisfaction.
  • Ensure all operations are conducted in a safe and compliant manner, adhering to health and safety regulations.
  • Develop and enforce standard operating procedures (SOPs) to minimize risks and maintain a hazard-free work environment.
  • Conduct safety briefings, enforce the use of personal protective equipment (PPE), and address safety violations promptly.


General Duties:

  • Support logistics planning and execution during contingency operations or mission surges.
  • Assist in developing division policies, procedures, and best practices to align with Army and contract requirements.
  • Perform other duties as assigned to meet mission objectives.


Requirements

Minimum Requirements:

  • Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or a related field.
  • Master’s degree is preferred but not required.
  • Minimum of 7 years of logistics management experience, including at least 3 years in a supervisory or managerial role.
  • Experience managing Army logistics operations, including CRP, Packing & Crating, HMCP, Shipping and Receiving, Turn-In, CIF, and SSMO sections.
  • Proficiency in using Army logistics systems such as GCSS-Army.
  • Valid State driver’s license.
  • HAZMAT certification (preferred).
  • Forklift operation certification or ability to obtain within 60 days of hire.


Preferred Qualifications

  • Previous military logistics experience (e.g., MOS 92A/92Y or equivalent).
  • Experience managing logistics functions in a contract or deployment environment.
  • Proven success in leading diverse teams to achieve operational goals.


Knowledge, Skills, and Abilities:

  • Comprehensive understanding of Army supply chain processes, policies, and procedures.
  • Familiarity with hazardous material handling, inventory management, and shipping regulations.
  • Strong leadership, organizational, and problem-solving skills.
  • Proficiency in logistics systems and software (e.g., GCSS-Army, MS Office Suite).
  • Excellent communication and interpersonal skills.
  • Ability to train, supervise, and evaluate personnel effectively.


Physical Requirements

  • Ability to work in warehouse and office environments, including standing, walking, and working in various conditions for extended periods.
