Position Definition
Under the direction of the Director of Programs, the Programs Quality and Compliance Manager is responsible for overseeing the data compliance, reporting, training, and program quality components within NPHY’s youth programs. This role ensures accurate documentation, monitors service quality, and coordinates staff training to maintain high standards in client care. The Programs Quality and Compliance Manager liaises with other departments to support data-driven decisions, continuous quality improvement, and alignment with organizational objectives. Partnering closely with the Programs Operations Manager, this position ensures that all youth programs meet their service, reporting, and compliance standards to achieve programmatic excellence.
Essential Responsibilities:
Data Compliance & Reporting
- Oversee data collection, entry, and compliance, ensuring that all case documentation is complete, accurate, and submitted in a timely manner.
- Maintain responsibility for program-related reporting to internal stakeholders, external funders, and regulatory agencies, ensuring alignment with organizational objectives and compliance standards.
- Provide senior leadership with complete, accurate and timely reports, data and supporting information.
- Conduct routine audits of case notes, program files, and HMIS entries to verify data accuracy, identify trends, and generate reports for program evaluations and grant compliance.
Staff Training & Development
- Lead onboarding and ongoing training to ensure all team members are proficient in data entry, compliance protocols, and service standards.
- Develop and implement individualized training plans based on staff performance and feedback, reinforcing key skills such as case documentation, crisis intervention, and client engagement.
- Provide direct support to programmatic staff, including Case Managers and front-line staff, to ensure consistency and excellence in service delivery.
- Collaborate with the Programs Operations Manager to address observed gaps in service quality, facilitate cross-training opportunities, and ensure staff alignment with organizational goals.
- Support nighttime and weekend programmatic operations (such as Emergency Shelter, Housing, and Safe Place program) by working collaboratively with Director of Programs and the overnight staff team.
- Maintain the highest level of morale, personal and professional growth, motivation and performance with each staff member.
Program Quality & Compliance
- Develop and implement quality assurance processes to support program excellence, including regular reviews of service standards, client satisfaction, and program impact.
- Advocate for best practices in client service through the reinforcement of policies and service protocols, ensuring consistent, high-quality service across all youth programs.
- Lead quality improvement projects, using data analysis and feedback to introduce and monitor program enhancements.
- Suggest to Director of Programs and Senior Leadership or implement on behalf of leadership other program quality and compliance measures.
Collaboration & Communication
- Facilitate regular team meetings and 1-on-1 sessions with program staff to provide feedback, align on goals, and ensure adherence to rogram standards.
- Participate in regular meetings including shift meetings, supervision meetings, and program team meetings to ensure quality of services.
- Actively support programmatic staff in managing youth programs, offering guidance and oversight for daily operations, program execution, and troubleshooting challenges as they arise.
- Partner with internal departments, such as Development and Operations, to coordinate program needs, align resources, and contribute to the effective management of youth services.
- Maintain ongoing communication with the Director of Programs and Programs Operations Manager to synchronize efforts, share insights, and align on program goals and reporting requirements.
Scheduling & Project Management
- Oversee long-term scheduling and rostering of program staff, ensuring alignment with program and client needs.
- Manage special projects related to program expansion, new initiatives, and grant-driven activities in collaboration with the Director of Programs.
- A minimum of a Bachelor’s degree in Social Work, Psychology, Business Management, or a related field from an accredited college is required, or equivalent experience with a strong background in nonprofit, quality assurance & program efficacy.
- Minimum of 3 years of management experience in a social services or nonprofit setting.
- Minimum of 3 years of experience working with high-risk or at-risk youth in a youth programming setting.
- Strong analytical skills with experience in compliance and program evaluation.
- Demonstrated experience in training, quality assurance, and staff development.
- Excellent organizational, communication, and collaborative skills.
- Must successfully pass a drug-test and criminal background check.
- Must have a valid driver’s license and clean driving history records.
- Must be able to work flexible schedules including holiday, as necessary.
- Ability to drive a motor vehicle, walk, lift and carry items up to 40 lbs., push, stoop, kneel, and stand for long periods of time.
- Knowledge of confidentiality laws and ability to adhere to them.
- Required to work at different confidential locations during their shifts.
- Work on other duties as assigned.
- Ability to travel to different work or partner sites and travel within the United States as necessary.
Qualifications

- Exceptional attention to detail, with strong organizational skills and the ability to manage competing priorities effectively.
- Knowledge of issues affecting homeless and at-risk youth, including trauma-informed care principles and best practices.
- Proficiency in software tools, including MS Office Suite, HMIS, and data management systems.
- Proven experience working in nonprofit and youth programming settings in a management capacity
