WHAT YOU'LL DO


Summary

The Fleet Manager is a direct report to the Director of Facilities and is responsible for ensuring the safe, efficient, and cost-effective operation of all Elica fleet vehicles. This includes planning, budgets, acquisition, maintenance, repairs, driver training, and disposal of fleet assets. The Fleet Manager will oversee all service requirements and ensure compliance with the Department of Motor Vehicles and California Department of Transportation regulations. The position requires collaboration with the Outreach Program Manager to deliver fleet vehicle usage based on proposed schedules and equipment as needed. 


Essential Job Functions 

  • Provide leadership and oversight of the fleet maintenance division including asset life cycle planning. 
  • Collaborate with the Facilities Director and Mobile Medicine Manager to develop policies and regulations governing fleet operations.
  • Oversee the vehicle maintenance division, including service scheduling, vendor selection, warehouse parking management, personnel oversight, and the preparation of the annual budget for fleet operations.
  • Collaborate with the Mobile Medicine Manager to establish policies related to scheduling maintenance, and disposal of biohazard materials, medical supplies, and VFC refrigeration requirements.
  • Develop and maintain a fuel product program, ensuring accurate and timely audit and reporting.
  • Monitor compliance with local, state, and federal regulations regarding vehicle operation, preventive maintenance, and pupil transportation fleet conditions. 
  • Compile, maintain and submit all required fleet documentation.
  • Prepare and justify maintenance budget submissions, ensuring resources are allocated effectively to always maintain fleet efficiency.
  • Work with the Facilities Director to determine replacement schedules and develop specifications for specialized fleet assets.
  • Coordinate with the Facilities Director and Mobile Medicine Manager on the sourcing, acquisition, and placement of required tools and assets to meet all compliances.
  • Provide emergency response support, dispatching service personnel during and after normal working hours as needed.
  • Supervise and direct Fleet vehicle teams and support with all classes and training as needed. Contribute to the performance evaluation process for all drivers. 
  • Utilize and maintain the designated fleet management information system effectively.
  • Provide weekly accomplishment reports to the Facilities Director.
  • Deliver responsive, high-quality customer service to Elica board members, external agency representatives, and the public by providing accurate, timely, and complete information in a courteous and efficient manner.
  • Participate in interview committees, as required.
  • Perform related duties as assigned.

 Compensation: $30.00 - $39.00 an hour - Dependent Upon Experience 

Requirements

Education and Experience 

  • High School Diploma or equivalent required. Related coursework in office procedures and administrative experience preferred. Equivalent qualifications will be considered.
  • Required:
    • A valid California Driver’s License at the time of appointment.
    • A valid California Class B Commercial Driver’s License, including Air Brake Certification if necessary.

Essential Skills/Abilities 

  • Above average understanding of D.O.T. and California DMV commercial equipment regulations including C.A.R.B. clean air requirements. 
  • Understanding of highway biohazard and safety protocols for compliance with Federal and California laws.
  • Familiarity with business practices applicable to fleet management, budgeting, accounting, and preventive maintenance inspection.
  • A demonstrated in-depth understanding of state, local, and federal laws, regulations, and standards related to vehicle maintenance, inspections, and specifications for fleet operation.
  • Proven ability to manage multiple departments across separate locations and supervise personnel effectively.
  • Skilled in researching and preparing technical specifications for vehicles and equipment, as well as analyzing data and preparing comprehensive reports on fleet assets when required.
  • Expertise in effective communication, both written and verbal, especially in sensitive or high-stakes situations requiring tact and diplomacy.
  • Ability to identify and resolve employee and customer concerns in a timely and appropriate manner.
  • Strong interpersonal skills, with an emphasis on fostering a customer service-oriented team environment.


Physical Requirements 

  • The Fleet Manager will spend considerable time at a desk utilizing office equipment and computers. The role also requires physical tasks such as lifting supplies and materials, with the ability to lift items up to 70lbs.
  • The position involves some outdoor work in varying weather conditions, with some physical demands including standing, walking, lifting, carrying, bending, kneeling, and reaching for long periods of time.
  • The role is to cover staff outages when needed to Drive and set up mobile clinics throughout the community.
  • This position is operated from an off site warehouse in South Sacramento and involves travel throughout the entire Sacramento Metro area.

Additional Requirements

Must have a current and valid California Class B License and the ability to provide proof of personal auto insurance on the vehicle driven during working hours.
