LOCATION: Chicago, Illinois, (hybrid/remote schedule)

SALARY RANGE: $82,340 – $130,060

Position Summary:

The Director is an essential position for Homeless Management Information System (HMIS) transformation, management and operational excellence. The Director, under the supervision of the VP of Strategy and Innovation, manages the day-to-day activities of team members whose roles include software development, business analysis, user training and helpdesk support. The team works with the community to refine the structure of the HMIS system, create reports, conduct training and provide technical assistance for users across the homeless response system. The needs of the community are evolving, and the Director helps ensure that the HMIS team shares data through accurate and innovative means. The ideal candidate has strong data analysis and problem-solving skills for delivering high quality solutions.

Position Responsibilities: 

HMIS System Management:

  • Manage vendor relationship
  • Set standards for system administration, management, operation, and security
  • Help establish processes and procedures to ensure consistent and highly available system access
  • Establish framework, workflows, SLAs, and SOPs for HMIS help desk
  • Set up templates and priorities for HMIS articles to document processes, workflows, guidance, and step by step navigation of the HMIS
  • Work with HUD Technical Assistance
  • Ensure training of staff to support the system
  • Ensure filing of HUD Standard Reports annually
  • Manage Data Quality process and analyze data and processes to improve HMIS Data Quality

HMIS Training:

  • Establish structure, standards, format, and delivery framework for HMIS training of users
  • Set priorities for new and revised training
  • Involve end users in training reviews
  • Ensure training is in alignment with HUD HMIS standards
  • Participate in content development and review
  • Ensure effective training is developed and delivered for bi-annual HMIS Data Standards changes 

Partner Management:

  • Scheduling, content and conduct of super user (Agency Technical Administrator) meetings
  • Coordination of approach to Housing and Urban Development HMIS Data Standard changes
  • Coordination of partner agency agreements annual renewals
  • Meet with individual agencies or specific groups to trouble shoot and solve problems
  • Devise community methods, forms and schedules,
  • Prepare content for and participate in HMIS Committee meetings
  • Prepare annual HMIS Workplan
  • Prepare semi-annual reports about HMIS progress to date
  • Ensure timely submission of all required reports to funders
  • Communicate relevant information to diverse stakeholders

Administration and Other Activities:

  • Work closely with the Executive Team to oversee the development and implementation of the All Chicago strategic plan objectives and ensure they are in alignment with the organization and direct reports’ workplans.
  • Oversees a diverse team, managing day to day operations, including hiring, coaching, development, and managing staff performance.
  • Oversee external relationships related to HMIS, including vendor management and any subcontracted partners
  • Serve as an agency leader and liaison with other departments, communicating effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events.
  • Think creatively in the development, design, and creation of new applications, ideas, relationships, systems, and support.
Requirements

SKILLS AND QUALIFICATIONS:

Academic: Master’s Degree in Information Systems, Business, Computing, Statistics preferred; or bachelor’s Degree and equivalent work experience in related field.


Years of Experience: 5+ years professional experience with increasing levels of responsibility and supervisory responsibility. 


Technical Skills:

  • Two to four years programming and report-writing experience.
  • Strong project management skills required. 
  • Strong management skills with the ability to motivate, stimulate and inspire teams to maximize their efforts in productivity and quality.
  • Excellent organizational and leadership skills.
  • Knowledge of web applications, technical workflows, analysis and evaluation in technical systems in the job-related field. 
  • Familiarity with cloud architectural design, management, and monitoring. 
  • Experience with HMIS preferred. 
  • Experience with Structured Query Language (SQL), including scripting, data structures, and performance
  • Proficiency with SAP Business Objects Web Intelligence a plus. 
  • Experience with Microsoft Power BI and/or SSRS or other reporting and analysis tools.
  • Experience with creating and maintaining technical documentation. 
  • Good working knowledge/skills with Microsoft Office Suite of products including, but not limited to, Word, PowerPoint, familiarity with high-level Excel formulas and features is preferred. 
  • Strong analytical and problem-solving skills. 
  • Excellent communication skills; ability to convey information in a clear and concise manner to groups with varying levels of technical expertise
  • Self-motivated with the ability to prioritize, meet deadlines and manage changing priorities in a fast-paced environment.
  • Proven ability to be flexible and work hard, both independently and in a team environment.
  • Willingness to work occasionally outside of normal business hours and to take on more responsibilities as assigned
  • A strong work ethic, integrity and the highest ethical standards are expected.
  • This position may require out-of-state travel approximately two times a year.
