Position Summary:
The Lazarus Program is a specialized street outreach initiative that engages, assesses, and treats individuals who are chronically homeless, securing permanent supportive housing placements for those in need. Under the supervision of the Director of Emergency Housing & Specialized Outreach, the Program Supervisor will oversee the daily operations of the outreach program, ensuring alignment with Housing First principles and providing hands-on leadership in the field.
The Supervisor will dedicate a majority of their time conducting street outreach alongside the team to develop relationships with clients, support their transition to housing, and respond to all outreach cases as requested. They will also manage a multidisciplinary team of case managers and medical staff, ensuring the effective delivery of services, and providing coaching and training to maximize program outcomes.
This position requires a flexible schedule, including occasional weekend work, to support both the daytime and afternoon/evening outreach teams. Additionally, the Supervisor is a key member of the emergency response team, which may require working during inclement weather or other emergencies.

Program Oversight:
- Oversee the program to ensure successful implementation, coordination of services, and compliance with contract obligations, partnership agreements, and performance measures.
- Monitor and evaluate program activities to ensure outcomes align with Housing First principles and client-centered approaches.
- Lead and support the team in transitioning clients from homelessness to stable housing by accessing housing resources and services.
- Ensure accurate and timely data entry into HMIS and other required systems.
Street Outreach and Engagement:
- Conduct regular street outreach with both the daytime and afternoon/evening teams, dedicating the majority of time in the field to engage with clients.
- Provide direct support to clients, including bio-psychosocial assessments, housing navigation, and connections to resources such as substance abuse treatment and mental health services.
- Respond to all outreach cases as requested, expanding the team’s scope beyond serving the chronically mentally ill to include a broader population.
Team Leadership and Supervision:
- Supervise a multidisciplinary team, including case managers and medical staff, to ensure high-quality service delivery.
- Provide regular coaching, support, and feedback to team members to foster professional growth and program alignment.
- Develop and facilitate training modules for staff, focusing on best practices for outreach, client engagement, safety, and Housing First strategies.
- Conduct regular supervision meetings and internal audits to ensure client files are up to date and meet program standards.
Emergency Response Duties:
- Participate as part of the emergency response team during inclement weather or other crises, which may include working additional hours as needed.
- Lead the team in providing critical services during emergency events to ensure client safety and continuity of care.
Collaboration and Community Engagement:
- Build and maintain relationships with local businesses, organizations, and service providers to enhance access to resources for clients.
- Collaborate with community stakeholders to develop innovative strategies for addressing homelessness and improving client outcomes.
Additional Responsibilities:
- Prepare and submit required reports, including program performance metrics, outcomes, and case studies.
- Attend required meetings, conferences, and training sessions to stay informed on best practices and industry standards.
- Perform other duties as assigned to support program and organizational goals.
Physical Demands and Environment:

- Environment: The supervisor will frequently work outdoors in varying weather conditions, including heat, rain, and humidity. Outreach may occur in urban settings, under bridges, along railroad tracks, and in encampments, where noise levels can range from moderate to high.
- Physical Requirements:
- Regularly walk, stand, and navigate uneven terrain in challenging environments.
- May occasionally need to lift and carry up to 20 lbs.
- Must have the ability to work extended hours during emergencies or inclement weather as part of the emergency response team.
- Safety Considerations: Will engage with clients in non-traditional and potentially high-risk locations. Must adhere to safety protocols and procedures to ensure personal and team safety while in the field.
Work Schedule:
- Non-Remote Position
- Must be available to work a flexible schedule, including both daytime and afternoon/evening shifts.
- Morning Team Hours: 6:30 AM –3:00 PM.
- Afternoon Team Hours: 2:00 PM –10:30 PM.
- The Program Supervisor is responsible for managing their own schedule to ensure adequate support and oversight for both teams. The incumbent is expected to work a full-time schedule, maintain availability during regular business hours, and effectively split their time between the morning and afternoon teams.
- Weekend work is occasionally required to support the outreach teams operating on weekends.
- Ability to work during emergency events or inclement weather as part of the emergency response team.
- Ability to understand and practice the mission of Camillus House.
- Education: Master’s degree preferred in Social Work, Mental Health Counseling, or a related field. An equivalent combination of education, experience, and certifications will be considered.
- Experience: Minimum of 2 years in a supervisory role within homeless services or in a similar field. Experience in street outreach and housing navigation is preferred.
- Licensed in the State of Florida as a Mental Health Counselor (LMHC) or Clinical Social Worker (LCSW) preferred.
- Language: Proficiency in oral/written English; Spanish preferred; additional languages a plus (i.e. Creole).
- Skills:
- Strong knowledge of Housing First principles and homeless service systems.
- Proven ability to lead and motivate a team in dynamic environments.
- Proficiency in Microsoft Office Suite and data management systems such as HMIS.
- Strong organizational and communication skills, with attention to detail.
- Successful completion of Toxicology test, L2, local background screening, and OIG screening.
- Have a Valid FL Driver License with clean driving record and be legally authorized to work in the U.S. on a full-time basis.
