The Finance Analyst I is responsible for performing basic to intermediate specialized technical financial work to support the collection and associated process requirements of the organization’s revenues. The incumbent contributes to the operations of the finance team by ensuring financial work meets or exceeds established process benchmarks and aligns with departmental and organizational financial reporting requirements to ensure financial accountability and organizational sustainability.
Main Responsibilities
- Cashiers, balances, voids, researches, resolves, and reconciles payments for all payment processing departments, on-line bill payments, WEB and Call Center EFT and credit card payments; prepares deposits documents for transmission to bank; prepares cash collections for secure pickup; researches and assists with balancing discrepancies with internal customers; record notes in appropriate program relating to specific transactions for access by other departments.
- Downloads daily bank report and returned check instruments from JPM Chase portal; reviews and approves/denies ACH Positive Pay and ACH pay exceptions for payment.
- Utilizing the TaxSys program, downloads daily deposit documents for import into accounting financial program, AccuFund; matches supporting deposit documents received from processing departments with import documents; downloads and reconciles daily Payment Express credit card and ET reports.
- Uploads and confirms Image Cash Letter (ICL) files to JPMorgan Chase; reconcile and overnight foreign check instruments to JPMorgan processing office.
- Daily processes returned tax, DMV, DL, LBT, HF, CWIS, BC, and miscellaneous payment instruments; returned EFT checks, Tax, DMV, and LBT; returned On-Line Bill Pay (OBP) tax and LBT payments; processes credit card returns.
- Researches incoming wires and cashiers/routes to appropriate processing department; verifies and returns OBP payments not able to be processed.
- Contacts and responds to internal/external emails, internal phone calls for research and/or resolution to customer requests; contacts customers by phone or written communique for transaction resolution; respond to AWS escalations received from other departments.
- Performs financial functions related to the more basic financial distributions and processes related to DMV state and county, DL, BC, and HF distributions, balances distributions and supporting general ledger asset, liability, revenue, and expense accounts monthly; uploads necessary ACH files or enter data into necessary programs or create checks to ensure timely distribution payments; assists in the yearly process of creating the Statement of Changes.
- Maintains miscellaneous statistical analyses, balances, post/records, makes correcting entries, and interprets financial records and documents related to job responsibilities.
- Assists in efforts to collect and analyze data and fiscal information for use in spreadsheets, graphs, or work documents for other government entities, departmental use, organizational use, or for public records requests; develops methods for finding/collecting data; determine data needed to address specific questions or problems.
- Develops, reviews, and documents new or changes to existing Finance policies and procedures; makes recommendations for efficiencies in processes to ensure value added enhancements.
- Performs monthly needs and orders departmental office supplies.
- Performs other duties as directed.
- Associates or bachelor’s degree in accounting, finance or related field supplemented by at least 4 years progressively responsible Tax Collector experience and at least 3 years of governmental finance or accounting experience preferred; or an equivalent combination of education, training, and/or experience.
- Excellent communication skills, interpersonal skills, and ethical standards; resourceful, problem-solving aptitude; knowledge of finance procedures and policies; and understanding of financial software systems.
FLSA Status Description
Work is performed independently under limited supervision with considerable latitude. Position typically requires processing and interpreting complex, less clearly defined issues.
Work Conditions
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and material of medium to heavy weight (20-50 lbs.). Tasks may involve extended periods of time at a keyboard or workstation
