Founded as a result of the federal Older Americans Act, the AAAs are mandated to “facilitate the area-wide development and implementation of a comprehensive, coordinated system for providing long-term care in home and community-based settings, in a manner responsive to the needs and preferences of older individuals and their family caregivers.” PCA carries out this mission through advocacy, stewardship of public funding, planning, development and administration of programs, and service coordination.

Description of Role: Reporting to the Executive Administrator of Human Resources, this individual will provide leadership and guidance regarding the Agency’s adherence to legally compliant human resources policies, compensation practices, benefits programs and talent acquisition and management goals.
Required Education and Experience:
- Bachelor’s degree in Human Resources, Social Services or a similar program.
- Master’s degree preferred.
- 5-7 years of Human Resources experience, 3 years supervisory experience.
- SHRM Certified Professional or SHRM Senior Certified Professional preferred.
- Prior payroll and benefits management experience preferred.
Job Responsibilities:
a. Provides guidance and supervision to human resources staff that are directly responsible for recruitment and on-boarding, payroll and benefits administration, employee relations and performance management activities.
b. Maintains knowledge of and ensures compliance with employment, benefits, insurance, and compensation laws as issued by local, state and federal authorities.
c. Collaborates with the Executive Administer of HR to identify key performance indicators (KPIs) for the human resource’s talent management, compensation, payroll and benefits programs. Responsible for the implementation and consistent practice of the established KPIs.
d. Continuously researches best practices in performance management, employee engagement programs and recruitment practices and makes recommendations to Executive Administrator of HR regarding adoption or updates to current practices and policies.
e. Monitors new employee onboarding and orientation to assure a smooth and timely new hire process.
f. Works with agency Department Heads to analyze staffing needs and accuracy of Job Descriptions.
g. Reviews FMLA/Disability leave claims, ensuring adherence to existing policy and most current state and federal laws.
h. Other duties as assigned.
