Job Summary

  

The Consultant is a key team member contributing to consulting assignments within specified guidelines. This role supports the framework, standards, and process guidelines for doctrine development, engaging stakeholders across FEMA and its regional components. The Consultant performs tasks requiring practical experience, theoretical understanding, and technical knowledge in emergency management, including FEMA operations and disaster assistance programs.

Specific Responsibilities

  

  • Understanding the overall purpose of task assignments.
  • Conduct comprehensive reviews and revisions of doctrinal documents, identify gaps, and coordinate the development of new documents.
  • Collaborate with program offices and regional components to ensure that developed doctrine aligns with existing policies and emerging concepts without conflict.
  • Provide analysis, evaluation, and document development support to address current, emerging, and legacy doctrine requirements.
  • Identify discussion topics and develop agendas and concepts of operations for working groups.
  • Facilitate meetings, ensuring productive discussions and actionable outcomes.
  • Perform tasks requiring expertise in emergency management, FEMA operations, and disaster assistance programs.
  • Maintain strong communication with stakeholders and team members to ensure alignment with program objectives 



Requirements

Qualifications

Minimum Education and Experience:


  

  • Minimum of five (5) years of relevant experience, including expertise in emergency management and FEMA operations.
  • Bachelor’s Degree in a relevant field is required.


Skills and Competencies:

  • Knowledge of doctrine development, including document review, gap analysis, and stakeholder engagement.
  • Strong facilitation skills to lead working groups and meetings effectively.
  • Exceptional written and oral communication skills.
  • Ability to develop and manage agendas and concepts of operations for working groups.
  • Analytical and problem-solving skills to address complex doctrine and operational requirements.
  • Familiarity with FEMA operations and disaster assistance programs is required.
