Job Summary


The Senior Consultant serves as a senior leader with extensive experience in project and task management. This role ensures the successful completion of assigned tasks within the scheduled timeframe and in accordance with the established scope of work, including both technical and financial solutions. The Senior Consultant supports the framework, standards, and process guidelines for doctrine development, facilitating engagement with stakeholders across FEMA and its regional components. This position is responsible for directing, coordinating, and advising on projects that require practical experience, theoretical understanding, and technical expertise in emergency management and FEMA operations

Specific Responsibilities


  

  • Support the framework, standards, and process guidelines for doctrine development,  ensuring active stakeholder participation from FEMA and its regional components.
  • Utilize a hierarchical structure to define and manage various levels of doctrine.
  • Conduct comprehensive reviews and revisions of doctrinal documents, identify gaps, and coordinate the development of new documents.
  • Collaborate with program offices and regional components to ensure that doctrine  development aligns with existing policies and supports emerging concepts without conflict.
  • Provide analysis, evaluation, workgroup facilitation, and document development support to address current, emerging, and legacy doctrine requirements.
  • Organize, direct, and coordinate planning and production activities associated with assigned tasks.
  • Serve as the single point of contact for the Contracting Officer (CO) or Contracting Officer’s Representative (COR).
  • Designate and ensure that an alternate is available during absences, with full authority to act on all matters related to work performed under the contract.
  • Advise on projects requiring expertise in emergency management, disaster assistance programs, and FEMA operations.
  • Ensure successful task completion within established timeframes and oversee the financial and technical aspects of assigned projects.
  • Develop and maintain clear communication with stakeholders, providing regular updates and addressing concerns effectively 



Requirements

Qualifications

Minimum Education and Experience:

  • Bachelor’s Degree in a relevant field is required.
  • Minimum of 12 years of relevant experience, including expertise in emergency management and FEMA operations  management documents and working in FEMA operations or disaster assistance programs.

Skills and Competencies:

  

  • Strong leadership and project management skills to ensure the successful execution of assigned tasks.
  • Expertise in doctrine development, including document review, gap analysis, and stakeholder engagement.
  • Exceptional writing and oral communication skills, with experience preparing emergency management documents.
  • Proven ability to advise and coordinate projects that involve technical, practical, and theoretical knowledge in emergency management.
  • Strong analytical and evaluation skills to address doctrine and operational requirements effectively.
  • Familiarity with FEMA operations and disaster assistance programs is required.
  • Ability to serve as the single point of contact for CO/COR and manage alternate delegations effectively
