Description

Terraphase Engineering is seeking a Project Stormwater Specialist for one of our CA, OR, WA, or NV offices. In this role, you will mainly support stormwater compliance projects and assist clients with other regulation compliance programs on an as-needed basis. Responsibilities will include conducting stormwater inspections, developing and implementing Stormwater Pollution Prevention Plans (SWPPPs) and/or site stabilization plans, conducting stormwater sampling, conducting desktop evaluations, providing on-site training to construction crews, and preparing related documentation and reporting.


This role requires occasional travel and long hours, especially during rainy weather, to help clients meet compliance obligations.


The Role

  • Prepare and review SWPPPs and Water Quality Management Plans.
  • Strong understanding of at least two NPDES permits and water quality policies.
  • Manage environmental compliance projects on construction and industrial sites, including stormwater and wastewater.
  • Conduct fieldwork, stormwater sampling, BMP inspections, and desktop evaluations.
  • Provide regulatory compliance support and creative solutions to reduce non-compliance risks.
  • Lead project planning, cost estimating, permitting, and compliance efforts.
  • Mentor and supervise junior staff, manage subcontractors, and oversee project tasks.
  • Review and interpret plans, assist with engineering designs, and support bidding processes.
  • Prepare technical reports, proposals, and deliverables like compliance data gap analyses, discharge monitoring reports and annual summaries.
  • Manage project budgets, invoicing, and resource allocation.
  • Manage sampling and site inspection subcontractors.
  • Interact with clients, regulatory agencies, and oversee contractors and vendors.
  • Maintain strong attention to detail, organizational, and time management skills.
  • Participate in business development, lead generation, and staff mentoring efforts.
  • Strong writing, communication, and critical thinking skills, with basic knowledge of ArcGIS and AutoCAD preferred.

Who You Are

  • B.S. or M.S. degree in Engineering, Geology, or related sciences.
  • 5-10 years of consulting experience focused on water quality compliance.
  • Knowledge of the Clean Water Act and related federal, state, and local regulations.
  • Preferred California PE certification
  • Preferred California QSD/QSP/QISP certification

Salary

Compensation for this position is based on years of experience, technical expertise, technical education, and geographic location with a range of $80,000-$115,000.
