Position Overview:
We are seeking a highly qualified Program Manager with deep expertise in Naval Science & Technology (S&T) research and development. The selected candidate will lead and oversee multi-disciplinary research initiatives in key areas such as bioinspired technologies, human performance, decision sciences, information warfare, intelligent systems, manpower training, and medical advancements. This role requires a strategic leader with a strong background in Naval research, workforce development, and government contract management.
Key Responsibilities:
- Lead multi-disciplinary research programs within the Naval Research Enterprise (NRE), driving innovation in human performance, intelligent autonomy, and information warfare.
- Oversee and manage a team of scientists and engineers, ensuring high-impact deliverables aligned with mission objectives.
- Collaborate with program officers, science advisors, military, academia, and industry to advance warfighter capabilities and research initiatives.
- Provide technical and strategic oversight in manpower, training, education, and STEM workforce development to support Navy S&T priorities.
- Ensure compliance with Human Research Protection Program (HRPP) regulations, safeguarding human subjects in Navy and Marine Corps-supported research.
- Develop and execute process improvement initiatives, training programs for junior staff, and outreach events to enhance program impact.
- Review and synthesize complex technical material, providing concise summaries and strategic recommendations to senior leadership.
- Manage project budgets, timelines, and deliverables while supporting DoD/DON acquisition processes and technology transitions.
- Provide direct support to Government Senior Executives, offering expert insight on program development and execution.
- Education:
- Doctor of Philosophy (PhD) from an accredited institution plus 10 years of relevant work experience; OR
- Master’s degree plus 20 years of relevant work experience in one of the following disciplines:
- Life Science (e.g., Biology, Physiology, Neuroscience)
- Social Science (e.g., Psychology)
- Human-Systems Integration or related fields
- Experience:
- Demonstrated expertise in the Naval Research Enterprise (NRE), including an understanding of program officer roles and science advisor functions in S&T development.
- Recent experience managing a team of scientists and engineers working on government contracts.
- Strong leadership, organizational, interpersonal, communication, and analytical skills—including experience implementing process improvement initiatives, training programs, or outreach efforts.
- Ability to review, synthesize, and summarize technical material for strategic decision-making.
- Recent experience providing direct support to Government Senior Executives.
Desired Additional Qualifications:
- DAWIA Certification, Federal Acquisition Certification for Program and Project Managers (FACP/PM), or PMP Certification.
- Prior experience in DoD or DON program management.
- 10 years of experience in developing and supporting Navy S&T programs.
