Position Overview
We are seeking an experienced and detail-oriented Manager, HR Operations, to oversee HRIS, payroll and benefits for our talented faculty and staff to ensure they are supported to do their best work in delivering high quality public education services resulting in high academic outcomes for children in the City of St. Louis. This individual will play a key role in ensuring HR processes run smoothly, compliance is maintained, and employee support systems are strong. The ideal candidate thrives in a collaborative, fast-paced environment and enjoys improvement HR systems and policies to enhance operational efficiency.
Recruitment and Onboarding
- Assist Director of Talent and Recruitment with recruitment activities such as job postings, applicant screening as needed.
- Manage onboarding process for new hires and off boarding for exiting employees.
- Perform research on market-driven compensation and benefits trends in the education industry.
Employee and Third Party Partner Relations
- Employee relations management – serve as the first point of contact for employee questions, concerns.
- Manage relationships with third party partners related to HR, payroll, and benefits, and review expenses to ensure amounts are complete and accurate.
- Manage worker’s compensation and unemployment claims.
- Assist in development and implementation of employee engagement strategies and activities.
- Employee engagement survey administration and data analysis.
- Establish employee self-service functionality for critical HR documents.
Compliance and Policy
- Maintain knowledge of state and federal regulations, such as EEOC, FERPA, FMLA, FSLA, HIPPA, OSHA, and other state and federal regulations associated with employees.
- Ensure HR compliance practices are followed and reporting is completed in a timely manner.
- Maintain Employee Handbook and assist in developing policies. Stay current on School Board policies and procedures, implement, update, and communicate school policies to reflect changes in labor laws.
- Maintain employee file structure to ensure employee records are accurate and comply with federal, state, and local labor laws.
- Maintain system for tracking educator certifications in a timely manner.
- Coordinate with Director of Finance to support any regulatory audits, reporting, and budgeting inquiries related to payroll expenses.
Payroll Administration
- Process and oversee the end-to-end payroll cycle, including but not limited to salary calculations, deductions, stipends, garnishments, and other payroll records.
- Processes W2’s and Affordable Care Act Reporting annually.
- Works closely with school administrators to ensure time and pay information is approved timely and is accurate.
- Processes and submits necessary information to the Public School Retirement System of the City of St. Louis (pension plan) in a timely manner.
- Inspects automated systems output such as registers and standard reports, determining and correcting out-of-balance conditions, and researching and preparing reports for management.
- Prepares and manages employment and stipend agreements, including annual wage adjustments.
Benefits Administration
- Day-to-day administration and communication of all benefit programs, including annual open enrollment, monthly billing, and COBRA.
- Assists employees with leave management (Parental, FMLA, etc.).
- Support benefit plan design and bid process with Director of Finance.
Performance Management
- Collaborate with other key stakeholders across the school to enhance and streamline systems and processes related to employee performance management.
Systems and Process Management
- Standard Operating Procedure (SOP) development and drive ongoing process improvement leveraging automation and AI advancements to improve efficiency, such as automated workflows, employee data management and tracking, and data reconciliations.
- Manage all employee systems of record, including accurately and confidentially maintaining data and implementing new systems, file feeds, and modules as needed.
- Keep up-to-date with latest HR trends and best practices with an eye towards how to keep improving the workplace.
- Bachelor’s degree in Human Resources, Accounting, Finance or similar degree.
- Minimum of 5+ years of experience in this function.
- Certified Payroll Professional (CPP), Certified Compensation Professional (CCP), or Professional in Human Resources (PHR) preferred, but not required
- K-12 public traditional or public charter education industry background preferred, but not required.
- Experience working with Paylocity or similar HRIS
- Must be able to work full-time at our campus initially, with potential opportunities for a hybrid arrangement
- Strong written communication and customer service orientation
- Strong attention to detail, excellent organizational skills, and commitment to following through on projects
- Good problem-solving skills including troubleshooting and resolving issues with processes, reports, etc.
- Experienced in maintaining discretion and handling matters with confidentiality
- Strong PC skills including Excel, Word, and Google Suite
