Job Description:

ServiceNow  Business Analyst: The contractor shall provide specific ITSM process  support, such as Incident Management, Change Management, Problem  Management, Asset Management, Configuration Management, and Knowledge  Management. Work closely with functional teams to lead technical  solution design sessions for assigned ServiceNow applications.  Additionally, will develop use cases, process diagrams, and requirements  documentation using stories and scrum tasks in ServiceNow. At  minimum, the contractor shall be required to perform the following  tasks:

Work  with SUBMEPP users, customers, and stakeholders to identify needs and  gather detailed requirements for technology solutions. Perform business  and system analysis, and user requirements development.

  • Analyze existing processes, identify gaps, and recommend improvements.
  • Evaluate  different technology and development options (such as software,  systems, or tools) and perform cost-benefit analyses. Assess how  potential solutions align with customer goals and recommend the most  suitable ones.
  • Coordinate  with other government and contractor teams on all development  initiatives and frameworks to determine best-fit product solutions,  including Power Platform, ServiceNow, Data Analytics, and/or  conventional custom application development, to include solutions that  utilize more than one platform.
  • Serve  as liaison between ServiceNow Development teams, SUBMEPP IT development  team, customers, and management. Translate technical findings into  practical solutions that address business needs and challenges.
  • Coordinate with Development and System Administrator teams on all Citizen Development processes and frameworks.
  • Review  and evaluate SUBMEPP ServiceNow processes and procedures annually to  ensure they are effective, achieving the desired results, and aligning  with vendor best practices. Provide draft changes to SUBMEPP management  that include actionable recommendations for process and procedure  improvements.
  • Monitor  existing business processes, identify areas for improvement, and create  strategies to optimize efficiency. To include the latest process  developments and advancements in ServiceNow Platform solutions.
  • Lead  creation of a detailed Design Package for each PDSR. Provide updated  system documentation, development plans, functional release notes, user  manual updates, Window Flow diagrams, Window, Interface and/or report  specifications, diagrams, interface specifications, use cases, and help  articles.
  • Monitor  all SUBMEPP development efforts to identify changes in processes,  technology, solutions, integrations, and architecture that may impact  existing or in-development solutions. Generate business and system  analyses, identify gaps, and generate requirements to preserve current  and in-development functions.
  • Create,  and execute, testing processes and requirements the ensure products  meet customer needs, and validate compliance with DISA STIGs, DOD, and  SUBMEPP policies and standards.
  • Initiate  and establish regular communications with key stakeholders. Ensure  transparency in the communication of sprint statuses, challenges, scope  changes, and team capacities.
  • Generate  new and maintain current existing system/application documentation:  Software Release Notes, Server Documents, User’s Manuals updates,  Interface and/or report Specifications, diagrams, Use Cases, and help  articles for each build.
