CMS is currently looking for a Quality Control Manager (QCM)
Candidate must have a minimum of five (5) years of combined experience as a Superintendent, QC Manager, Project Manager, Construction Manager or Project Engineer on previous projects of similar size and type construction contracts which would include the major trades that are part of this contract, and at least two (2) years of experience as a QC Manager. The Candidate must have completed the course “Construction Quality Management (CQM) for Contractors” within the past 5 years. If the QC Manager does not have this certification, they must obtain the CQM for Contractors course certification within 90 days of award. The candidate must be familiar with the requirements of EM 385-1-1 Appendix Q and herein, in the areas of hazard identification and safety compliance that include: confined space, cranes and rigging, excavation/trenching, fall protection, and electrical work. The candidate must be capable of interpreting a critical path schedule and construction drawings. The candidate must have outstanding verbal and written communications skills and be organized to manage the quality control process and work as a team and must be on-site at all times when the work that presents the hazards associated with their professional expertise is being performed.
Duties and Responsibilities (Essential Job Functions)
- Uphold safety on-site
- Participate in the Post Award Kick-off, Partnering, Preconstruction, Design Development, and Coordination and Mutual Understanding Meetings.
- Implement, Manage and control the three-phase QC process performed by QC Specialists, laboratory testing, or inspection personnel. This includes initiating and leading Initial and Preparatory meetings and following up with documentation. Notify the Contracting Officer at least 3 business days in advance of each Preparatory and Initial Phase meeting. Submit respective checklists to the Contracting Officer the next business day.
- Coordinate with the on-site superintendent to immediately stop any segment of work that does not comply with the contract requirements. Record defective work in the deficiency log and seek a corrective action plan for implementation from the subcontractor.
- Prepare daily QC Reports, including daily photographic documentation to support the work reported in the Daily Reports.
- Prepared the QC portion for the weekly meeting with the government.
- Ensure that design and construction submittals are reviewed and approved, as required by the contract, prior to allowing material on site and work to proceed with these items. Maintain a submittal register.
- Update As-built drawings daily, maintaining up-to-date set on site.
- Maintain a testing plan and log. Ensure that all testing is performed in accordance with the contract. Review all test reports and notify the Contracting Officer of all deficiencies, along with a proposal for corrective action.
- Perform Punch-out and participate in Pre-final and Final acceptance Inspections. Submit punch lists to the Contracting Officer for each inspection and make corrections. Coordinate with the Contracting Officer on final inspection dates.
- Ensure that all required keys, operation and maintenance manuals, warranty certificates, and the As-built drawings are correct and complete, in accordance with the contract, and submitted to the Contracting Officer.
- Update As-built drawings daily, maintaining up-to-date set on site.
- Coordinate scheduled work with Special Inspections required by Section 01 45 35 SPECIAL INSPECTIONS, the Statement of Special Inspections and the Schedule of Special Inspections. The QC manager is responsible for coordinating the Special Inspection activities, see paragraph QUALITY CONTROL MANAGER, in Section 01 45 35 SPECIAL INSPECTIONS.
- Manages the complete submittal process including initiation, detailed review to conform compliance, submission, and distribution.
- Inspects materials and equipment received on-site and all applicable work and rework to ensure compliance with contract requirements. Maintain a rework log
- Perform other duties as assigned
- Must be a citizen of the United States
- Must be able to pass the US Navy’s required security background check.
Knowledge, Skills and Abilities:
- Must be familiar with the DoD specifications and requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance.

- Ability to effectively develop a cohesive team working together to achieve project goals
- Knowledge of various construction disciplines, safety regulations, scheduling, cost control, and a thorough understanding of construction documents.
- Excellent organization and documentation are required.
- Strong Communication skills (both verbally and written).
- Thorough understanding of and ability to enforce all federal, state, local, and company regulations.
- Proficient in Microsoft 365
- Must demonstrate and provide comprehensive, accurate, and timely documentation
- Must be on-site for the duration of the project.
- Must be able to fluently and effectively speak, write, and comprehend English
Education and Experience:
- A graduate of a 4-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Constructions, or Building Science.
- Minimum of five (5) years’ experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type of construction contracts.
- At least two (2) years’ experience as a QC Manager.
- Complete the course “Construction Quality Management (CQM) for Contractors” and maintain current certification.
- 30-Hr OSHA Course (Must be obtained within 60 days, maximum, of the contract).
- 40-Hr Contract Safety Awareness Course (Must be obtained within 60 days, maximum, of the contract).
Reporting Structure:
- Based on the assignment, the Quality Control Manager will report to the Project Manager or Quality Director.
- This position may have direct reports based on assignment needs.
Travel:
- 80-100% Travel Required
- Travel frequency is subject to change based on project volume and scope. Must have a valid driver’s license, be insurable on the company insurance, and be able to travel as required
- Must be able to pass a background check to access military institutions
Physical Requirements:
This position required Team Members to work in the Field and office setting. When working in the field, team members will work around moving heavy machinery and equipment and working in outside conditions, including inclement weather, heat, humidity, and cold. The noise level may be loud at times due to machinery and equipment. Must be able to move objects weighing up to 40 lbs. using abdominal and lower back muscles to provide support repetitively for 10 to 20 minute intervals without fatigue. Constant movement and use of limbs for the duration of shift. When in the office, Team Members can anticipate Sedentary work in a climate-controlled environment with moderate noise levels. Most duties performed require the use of a computer, phone, and in person, or virtual meetings. Maintain a stationary position for prolonged periods during the shift. Constant operation of computer and other office equipment such as copy machine, phone, and printer. Occasionally transport objects up to 15 lbs. such as small parcels, packages, and other items.
