CMS is currently looking for a Site Superintendent (SS)/Site Safety and Health Officer (SSHO)

  

Candidate must have a minimum of ten (10) years of experience in construction with at least five (5) of those as a Superintendent on previous projects of similar size and complexity construction contracts which included the major trades that are part of this contract. The candidate must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The candidate must be capable of interpreting a critical path schedule and construction drawings.   The SSHO must ensure that the requirements of 29 CFR 1926.16 are met for the project. The SSHO can serve as the QCM if requested and approved by the Navy. The SSHO or an equally-qualified Alternate SSHO must be at the work site at all times to implement and administer the Contractor’s safety program and Government-accepted Accident Prevention Plan. 


Duties and Responsibilities (Essential Job Functions)


Site Superintendent (SS)

  • Documentation and Observation, must be onsite at all times during the performance of this contract until the work is completed and accepted. 
  • Plans and documents daily/weekly look ahead work schedules and production activities/goals.
  • Ensures  execution of site activities is in accordance with approved Statement/Scope of Work (SOW), work plans, and applicable laws and regulations. 
  • Maintains  and updates the Project Field Manual.
  • Coordinates site work, including subcontractor activities to ensure safe, efficient, quality completion of projects on time and within budget.
  • Monitor work performance and productivity of trades to ensure project specifications, procedures, quality, and safety requirements are maintained.
  • Advise Project Management team of potential problems, work interference, and schedule difficulties; assist in avoidance and resolution of these matters. Reports immediately to the Project Management team any variance in production rates that would adversely affect cost or schedule. 
  • Must  attend Red Zone meetings, partnering meetings, and quality control meetings. Must use Red Zone Checklist as a Plan of Action and Milestones  (POAM) and basis for discussion, review upcoming critical activities and strategies to ensure work is completed on time. The Superintendent must be on-site at all times during the performance of this contract until the work is completed and accepted. 
  • Signs daily reports. 
  • Manage onsite meetings and distribute schedule updates and meeting minutes
  • Complete daily project documentation requirements including tailgate meetings, production reports, photo logs, etc. 
  • Maintain  liaison with other departments to ensure all required materials,  equipment, inspections, etc., support project activities and schedule
  • Coordinate with Government personnel and outside agencies

Site Safety and Health Officer (SSHO)

  • Conduct daily safety and health inspections and maintain a written and/or electronic log which includes are/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. Attach safety inspection logs to the Contractors’ daily projection report.
  • Conduct  mishap investigations and complete required accident reports. Report mishaps and near misses. 
  • Use  and maintain OSHA’s Form 300 to log work-related injuries and illnesses  occurring on the project site for Prime Contractors and subcontractors, and make available to the Contracting Officer upon request. Post and maintain the Form 300A on the site Safety Bulletin Board. 
  • Maintain applicable safety reference material on the job site. 
  • Attend  the pre-construction meeting, pre-work meetings including preparatory meetings, and periodic in-progress meetings. 
  • Review the written site-specific APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them. 
  • Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution. 
  • Ensure subcontractor compliance with safety and health requirements. 
  • Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS).
  • Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings. 
  • Provide  and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors. 
  • Must attend the Preconstruction Meeting Conference.
  • Conduct safety meetings to review past activities, plan for new or changed operations, review pertinent aspects of appropriate AHA (by trade), establish safe working procedures for anticipated hazards, and provide pertinent Safety and Occupational Health (SOH) training and motivation.
  • Provide a site-specific Accident Prevention Plan (APP), including Activity Hazard  Analyses (AHA), in accordance with EM 385-1-1 Appendix A, paragraph 3.k for the design team to follow during site visits and investigations.
  • Prepare the written site-specific APP. Prepare the APP in accordance with the format and requirements of EM 385-1-1, Appendix A, and as supplemented herein.
  • Develop a confined or enclosed space entry plan in accordance with EM 385 1-1, applicable OSHA standards 29 CFR 1910, 29 CFR 1915, and 29, CR 1926, OSHA Directive CPL 2.100
  • Control hazardous working conditions and unsafe employee activities through safety management and contacting supervisory personnel
  • Safety orientation for all on-site personnel including sub-contractors
  • Document all accidents, safety violations, unsafe conditions/activities 
  • Investigate all on site property damage and personal injury situations and make recommendations for corrective action 
  • Review documentation to insure all required records and reports are complete, accurate and submitted per established procedures, and implement appropriate corrective action as required
  • Accompany all safety, health and insurance inspectors on walk through tours. Coordinate / assist in preparing written appeals for safety violation citations
  • Perform other duties as assigned
  • Must  be a citizen of the United States
  • Must  be able to fluently and effectively speak, write, and comprehend English
  • Must  be able to pass the US Navy’s required security background check. 
Requirements

Education and Experience: 

  • A  graduate of a 4-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Constructions, or Building Science, with a minimum of ten (10 years) experience in construction with at least five (5) experience as Project superintendent, Quality Control Manager, Project Manager, Project Engineer or Construction Manager and Site safety work experience on federal government projects of similar in size and type and construction contracts. 
  • CHST, CSP or STS a plus 
  • Complete the course “Construction Quality Management (CQM) for Contractors” and maintain current certification 
  • 30-Hr OSHA Course (Must be obtained within 60 days, maximum, of the contract).
  • 40-Hr Contract Safety Awareness Course (Must be obtained within 60 days, maximum, of the contract).
  • Have an average of at least 24 hours of formal safety training each year for the past 5 years
  • Strong knowledge of EM-385-1-1

Knowledge Skills and Abilities:

  • Must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance.
  • Must be capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of Contract work.

  • Must demonstrate and provide comprehensive, accurate, and timely documentation. 

Reporting Structure:

  • Reports directly to the Operations Field Manager and Corporate Health and Safety Director   
  • Works under the supervisor of a Project Manager
  • Will supervise/coordinate subcontractor and trade performance 

Travel: 

  • 80-100% Travel Required
  • Travel frequency is subject to change based on project volume and scope. Must have a valid driver’s license, be insurable on the company insurance, and be able to travel as required
  • Must be able to pass a background check to access military institutions

Physical Requirements: 


This position required Team Members to work in the Field and office setting. When working in the field, team members will work around moving heavy machinery and equipment and working in outside conditions, including inclement weather, heat, humidity, and cold. The noise level may be loud at times due to machinery and equipment. Must be able to move objects weighing up to 40 lbs. using abdominal and lower back muscles to provide support repetitively for 10 to 20 minute intervals without fatigue. Constant movement and use of limbs for the duration of shift. When in the office, Team Members can anticipate Sedentary work in a climate-controlled environment with moderate noise levels. Most duties performed require the use of a computer, phone, and in person, or virtual meetings. Maintain a stationary position for prolonged periods during the shift.
