Description


We are seeking an experienced Senior Construction Observer to join our Construction Administration Team. This critical role involves on-site construction coordination and observation, primarily focusing on utility construction projects including but not limited to linear water and sewer main repair and/or replacement, force main and pump station construction, and treatment plant upgrades or new construction. The Senior Construction Observer will work with a team to ensure projects are constructed in accordance with the project’s plans and specifications. Responsibilities include travelling to various project locations, performing field inspections, reading and interpreting project plans and specifications, communicating with construction team, and maintaining records of materials used on the project.

Requirements
  • Oversee and coordinate construction activities for utility projects, including treatment plants, pump stations, and related infrastructure.
  • Monitor contractor performance to ensure compliance with project plans, specifications, and permit requirements.
  • Conduct regular site inspections, identify deficiencies, communicate deficiencies to the project team, and ensure corrective actions are implemented promptly.
  • Communicating efficiently and effectively while serving as the primary on-site liaison between contractors, engineers, and primary stakeholders.
  • Prepare and maintain detailed project documentation, including daily logs, reports, photographs, and as-built records.
  • Review and approve contractor submittals, RFIs, and change orders as delegated by the Project Manager.
  • Participate in in-person project meetings and provide regular progress updates to stakeholders.
  • Coordinate and oversee third-party construction materials testing on project sites.
  • Operate a motor vehicle to travel to and from project sites.
  • Utilize technology to complete job duties and responsibilities.
  • Utilize diplomacy and tact in resolving on-site conflicts or discrepancies between contractors and design documents. Work as part of a multidisciplinary team, facilitating collaboration between contractors and the design team.

Requirements

  • 8+ years of experience in heavy construction, specializing in utilities installation and/or observation.
  • Proven expertise in treatment plant and pump station construction.
  • Strong understanding of linear utility infrastructure, pump stations, and treatment plant construction methods, plans, and specifications.
  • Proficient in using construction management software and tools.
  • Strong understanding of construction plans, specifications, and industry standards (e.g., AWWA, ASTM) governing water and wastewater treatment systems.
  • Excellent communication, problem-solving, and organizational abilities.

  • Distribution System Operator Certification
  • APWA Certified Infrastructure Inspector Certification
