Position Description Summary:
The Program Controls Director is responsible for the direction, coordination, and supervision of the program’s financial controls activities. The position will identify and coordinate financing plans for multiple projects, ensuring timely funding through a variety of debt instruments. The director will work with others to develop and coordinate financial controls policies and procedures for various projects/programs and funding sources. This position is expected to develop strong relationships, as the Director coordinates both externally and internally with clients, airports/authorities and internal/external project management for providing solutions related to project and program needs.
The position will oversee the Project Controls Coordinator position(s) who manage project budgets and forecasts, including development of Estimates at Completion using burn rates, contract values, encumbrance, and other financial and schedule information needed to ensure project delivery with authorized budgets; and provide administrative project information.
Key Responsibilities:
- Participate in client project setup and kick-off, developing and coordinating financing plans and cash flow phasing for programs.
- Assist with project bid package generation, interviewing and evaluating client design and construction package proposals.
- Assist Project Manager in preparation of client contracts and sub-contracts.
- Attend and/or facilitate project meetings, handle project responsibilities from start to finish.
- Recommend options for set up of project financials, including stakeholder and tenant sub-projects, using internal tracking mechanisms and the Client’s standard applications and software systems.
- Review, analyze, track and present program/project financials including budgetary commitments, expenditures, contingencies, cash flow, etc.
- Supervise and/or coordinate with appropriate project controls staff to determine and report progress on budget activities, asset management, Project Risk Register(s), accruals, schedule, potential project savings, estimate at completion and maximum cost.
- Meet regularly with internal/external project teams to review project costs and forecast changes and discuss overall financial status of projects.
- Provide oversight to project controls coordinators including review of assigned cost control, invoice review and contract compliance audit, code invoices, including tracking cost to multiple funding sources (i.e.: AIP, PFC, TRA, TSA, Capital Reserves, etc.) and corresponding reimbursement.
- Investigate and report on budget anomalies; recommend alternative(s) when applicable.
- Facilitate or participate in project audits of financial information.
- Develop program/project document controls standards, ensuring appropriate staff set-up, maintenance, and closeout of contract files and budget data.
- Facilitate the dissemination of information to vendors, suppliers, clients, and project teams as part of the overall communications and project management process.
- Resolves questions regarding financial controls processes, procedures, program/project specific inquiries; research and provide appropriate answers.
- Prepare and present executive-level analytical, financial and policy reports.
- Develop procedures pertaining to internal project requirements.
- Direct a variety of special projects as requested by program management or project managers, including long-term planning, financial and statistical analysis for projects, generate reports and make recommendations.

Education and Experience:
· Bachelor’s degree required, in a related field or a minimum of 10 years' experience. Applicable experience may be substituted for degree requirements.
· Experience in the project/construction management industry required. Knowledge of airline/airport operation a plus.
· Strong communication, problem solving and analytical skills required.
· Ability to influence and engage personnel and management at multiple levels within and external to organizations.
Knowledge, Skills, and Abilities:
· Position requires ability to work independently, demonstrating accuracy, reliability, organization and problem-resolution skills.
· Must be able to read, analyze, and interpret financial documents, legal documents, legislation, technical procedures, government regulations, professional journals, or general business correspondence and periodicals while applying competent budget, cost, statistical and financial analysis.
· Advanced knowledge of Microsoft Word, Excel, PowerPoint, and Adobe required. Knowledge of standard project management software (i.e.: PCM, Prolog, Procore, Bluebeam, etc.) a plus.
· Excellent organizational skills, attention to detail, communication skills and ability to handle multiple tasks.
· Demonstrated ability to clearly and concisely communicate with all levels within an organization.
· Ability to effectively present information and respond to questions from within and outside the organization in a professional manner.

While performing the duties of this job, the employee is regularly required to stand, sit for long periods, bend, use hands to manipulate (type), talk and hear; walk; sit, and lift or move no more than ten (10) pounds.
