DIRECTOR OF HUMAN RESOURCES AND OPERATIONS
(Exempt Employee)
Purpose of Job:
The Director of Human Resources and Operations is responsible for the policies and programs for Legal Aid of West Virginia covering areas such as administrative operations, employee relations, managing hiring and onboarding procedures, compensation, benefits, safety and health and employee services. She/he shall also be responsible for program facility and operational issues including leading LAWV’s Administrative Unit. In addition, he/she assists the Executive Director in fulfilling his/her responsibilities to the Board of Directors as a member of the LAWV Management Team.
Scope of Responsibility:
Work performed in office setting both local and statewide
Essential Job Functions - Human Resources:
1. Works with Executive Director and management team to develop, recommend and implement human resources policies and objectives that are welcoming, supportive and empowering to employees of all identities, communities and cultures.
2. Oversees employee benefits coordination for all staff.
3. Develops, maintains, and updates personnel and policy manuals and collective bargaining agreements.
4. Ensures smooth functioning of personnel management systems according to procedures outlined in personnel policies, collective bargaining agreements or agency procedures manuals.
5. Monitors compliance with federal and state personnel laws and regulations and acts as the primary contact with outside government agencies on Human Resources issues.
6. Maintains all personnel records/files and FMLA records.
7. Works with the Executive Director and management team to coordinate labor relations with the employees’ union in annual and special contract negotiations.
8. Works with the Executive Director and the management team to plan and evaluate job organizational structure, job design and personnel needs throughout the organization.
9. Oversees use of insurance brokers, insurance carriers, pension administrators, and other outside service providers.
10. Manages recruiting, hiring and orienting practices and procedures in coordination with Executive Director, managers, and local offices.
11. Oversees onboarding and exiting procedures.
12. Engages managers and employees in problem solving related to personnel issues where appropriate.
13. Coordinates discipline, grievance and termination processes with Executive Director and appropriate managers.
14. Oversees creation, deployment and regular assessment of a performance evaluation system that is efficient, motivating and engages employees to achieve personal and organizational goals.
15. Works with the Personnel Committee of the Board of Directors to establish wage and salary structure, pay policies, employee benefit programs and services and company safety and health programs in collaboration with Executive Director and managers and in accordance with any collective bargaining agreements in effect.
Essential Job Functions- Facilities and Operations:
1. Coordinates office safety and security planning with responsible managers and local offices.
2. Oversees selection/negotiation and maintenance of insurance policies, and equipment maintenance contracts.
3. Oversees and negotiates building leases.
4. Oversee office moves and expansions.
5. Oversees inventory system, in coordination with Information Technology Director and Chief Fiscal Officer.
Essential Job Functions - Other:
1. Serves as Chair of the LAWV Administrative Unit.
2. Works with Executive Director, CFO, and other managers as appropriate on LAWV budget preparation.
3. Maintains a good working relationship with all members of the program staff.
4. Performs such other duties as may reasonably be requested.
5. Assists the Executive Director in fulfilling his/her responsibilities to the Board of Directors and various funders.
Other Duties:
1. 2. The Director of Human Resources and Operations will work with their supervisor to develop goals within program priorities and funding; and work with their supervisor to identify individual training needs.
3. The Director of Human Resources and Operations will account for 100% of their time using LAWV time sheets on a bi-weekly basis.
Resignation Requirement:
The Director of Human Resources and Operations is expected to give four (4) weeks written notice of their intent to cease employment with LAWV.

Job Requirements:
1. Must have a four-year degree in Human Resources or other relevant field, preferably in a field that offers an opportunity to gain a well-rounded administrative background and a minimum of 10 years’ relevant work experience with comparable responsibilities. Experience working in a non-profit agency is preferred.
2. Must have a demonstrated ability to manage personnel, with the ideal candidate having a minimum of 7 years of managerial experience. Specialized training in management, human resource issues, program operations and benefits administration is preferred.
3. Should have a broad knowledge of employment, compensation, organizational planning, employee relations, negotiation, training, Diversity, Equity, and Inclusion (DEI) principles, and employee development as well as well-developed administrative skills and experience working in an organization with multiple office sites.
4. Should have a high energy level and be comfortable performing multifaceted projects in conjunction with day-to-day activities. She/he should have the ability to get along with diverse personalities and be tactful, mature, and flexible. She/he should have strong reasoning abilities and informal problem-solving/negotiation skills, demonstrated experience handling sensitive, confidential situations and information, sound judgement and be well-organized with good communication skills.
5. Should possess a participatory management style and be comfortable with the team management approach.
