Project Scheduler
The ideal candidate will have experience in the Federal construction industry. This role will support the Lead Estimator and Scheduler and Project Management Vanguard Pacific team powered By PBC and Mill Creek in creating accurate project estimates, schedules, quotes, and material lists from client drawings and specifications. The candidate should have excellent organization and communication skills to interact with customers and senior level management, while also possessing the ability to support all field staff in their respective roles including QCM, SSHO, superintendent, etc.
As a Project Scheduler for Vanguard Pacific team powered By PBC and Mill Creek your responsibility will be the initial development of construction schedules. In this role, you will work closely with the project team to prepare schedule data for proposals or contract negotiations. You will perform take-off, evaluate subcontractor feedback, build project schedules, including work phasing/logic, identify restraints and potential impacts. You will be instrumental in ensuring projects start on the right track and that any procurement delays are identified prior to construction and mitigated, when possible. This position is safety sensitive.
DUTIES AND RESPONSIBILITIES
· Perform estimating for new bids through a combination of quantity take-offs and subcontractor quotes
· Develop and manage construction project schedules
· Developing new subcontractor bases in new markets to ensure the ability to put together accurate proposals when the projects are solicitated
· Evaluate scopes of work and drawings to plan procedures, start and completion times, and staffing requirements for each phase of construction
· Engage members of the organization (Executive, administrative, engineering, cost control, and others)
· Order procurement of tools, equipment, and materials to be delivered at specified times to conform to work schedules
· Oversee supervisory personnel and labor representatives to resolve complaints and grievances within work force
· Manage supervisory and engineering personnel, inspectors, and suppliers to resolve project issues and improve construction methods
· Inspect work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules
· Prepare, review, or monitor reports on progress, materials used and costs, payroll man hours and overtime, and adjust as needed
· Responsible and accountable for project budgets
· Pursuing new clients and identifying new opportunities with existing clients
· Attend pre-bid meetings and job walks.
· Create time and material work rates.
· Develop project scope of work for clients.
· Good written and verbal communication abilities in English
EDUCATION AND/OR EXPERIENCE
· Minimum Five (5) years in Federal Government, (DoD preferred), Construction Project Management experience, including Design/Build and Design/Bid/Build IDIQ-type contracts
· Bachelor’s degree or equivalent from four-year college or technical school in Technical Field. 15 years of relevant experience may be substituted.
· Must be proficient in the use of MS Project and Primavera with specific understanding on trade sequencing and phasing.
· Proficient in developing detailed line-item construction project estimates using both (1) subcontractor/trade quotes and (2) quantity take offs from drawings or site walks.
· Familiarity with RS Means/online estimating software
· Proficiency in Microsoft Office suite of products.
· Familiarity with USACE EM 385-1-1 required.
