COMPANY BACKGROUND

Airport Synergy Group LLC (ASG) is a Joint Venture between Avports LLC, Jacobsen|Daniels Associates LLC, and Consolidated Management Professionals. ASG brings 120+ years of collective experience in world-class commercial aviation operations. After previous cooperation and successful collaboration among its partners in the past, ASG was recently awarded the management contract to provide Property and Equipment Management Services at the Los Angeles International Airport (LAX), on behalf of the Los Angeles International Airport Terminal Equipment Co. (LAXTEC).


KEY RESPONSIBILITIES

Reporting directly to the LAXTEC Executive Director, the Director of Operations will oversee the ASG management team and will serve as the primary point of contact for all matters relating to the operation of LAXTEC. S/he will hold ultimate day-to-day responsibility for the safe, efficient, and effective delivery of services as assigned. The Director of Operations will work closely with all LAX Stakeholders to build an effective working rapport, document issues and resolve all matters on a timely basis. Working through the vendor and management teams, the Director of Operations will be responsible for and will guide all aspects of the operation to include oversight and management of:


1. Assigned equipment, facility, and passenger services operations. Specifically, the LAXTEC Director of Operations will:

  • administer all LAXTEC vendor agreements and monitor the timely and effective performance of all contractual obligations.
  • oversee the safe and efficient operation and maintenance of the baggage handling system, passenger loading bridges, preconditioned air and ground power systems, potable water cabinets, common use terminal equipment, and other equipment and systems as may be assigned to the consortium.
  • oversee the development and implementation of a Preventive Maintenance System, training program, inventory control system, quality assurance, and recycling program.
  • oversee consolidated passenger service operations, implement training, continuous programs, and quality assurance programs
  • to optimize performance, reliability, and safety.
  • act as a liaison between LAXTEC, LAWA, and the LAX Stakeholder group including but not limited to member and non-member airlines, airport staff, DHS, and other stakeholders as necessary.

2.  Financial matters related to the transparent, sound, and efficient financial planning and operation of the consortium in full

     compliance with all Generally Accepted Accounting Principles (GAAP) as defined by the Federal Accounting Standards Board

     (FASB). Specifically, the LAXTEC Director of Operations will:

  • oversee all financial matters relating to consortium budgets, receivables, expenses, record keeping, reporting, tax filings, and management of accounts.
  • track utilization information, including baggage system, aircraft operations, passengers, etc. as necessary to facilitate accurate billing.
  • oversee the development of annual operating and capital improvement budgets.
  • establish effective financial controls and reporting systems.

3. Administrative and corporate duties and responsibilities required to ensure LAXTEC is operated in full compliance with all  airport

    requirements, Department of Homeland Security (“DHS”) protocol, and all federal, state, and local laws. Specifically, the LAXTEC

    Director of Operations will:

  • ensure compliance with all corporate obligations of LAXTEC, including filing annual reports, conducting annual meetings, maintaining corporate documents and books, facilitating corporate resolutions, etc.
  • act on behalf of the Member and Executive Committees to solicit vendor services, prepare and administer the public procurement of services through issuance, review and tabulation of RFQ/Ps and vendor bids in accordance with all LAWA, State and/or Federal public procurement laws and guidelines, provide sound and unbiased recommendations to the appropriate Committee on the selection of vendors, execute agreements and oversee contracts to ensure compliance with insurance requirements and all LAXTEC and LAWA Service Level Agreements (“SLAs”).
  • prepare monthly, quarterly, and annual management reports to support effective decision-making and maximize the efficiency of the LAXTEC operation.
  • administer and maintain members’ agreements, facility access agreements, the consortium agreement, and other relevant agreements.
  • interact with legal counsel, accounting/auditor personnel, and others engaged by LAXTEC, as necessary.
  • coordinate and facilitate LAXTEC Committee meetings, prepare corporate resolutions and maintain detailed and accurate
  • company records.
  • ensure compliance with MBE/WBE/DBE programs as required.

4. Administrative and corporate duties and responsibilities with regard to Airport Synergy Group (ASG). 

    Specifically, the LAXTEC Director of Operations will:

  • professionally represent ASG to LAXTEC, LAWA, the LAX Airlines and other key stakeholders.
  • serve as the senior ASG representative to recruit, interview, develop, oversee, discipline, and take all other actions necessary to effectively manage the local ASG employee group.
  • ensure ASG is operated locally in a manner which abides by all laws and airport requirements. 
  • ensure compliance with all corporate and contractual obligations of Airport Synergy Group.

Other duties may be assigned as necessary. The Director of Operations will be available on a 24-hour/365-day basis and at all times act in the best interest of 1.) safety & security of the airport and its occupants, 2.) LAXTEC, 3.) the Airlines serving Los Angeles International Airport, and 4.) the traveling public and will observe and obey all ethical and legal obligations entrusted in the position.


PROFESSIONAL EXPERIENCE / QUALIFICATIONS

To perform this job successfully, the selected individual must be able to perform each essential duty satisfactorily.   • At least four years’ experience as an Airport Director, Senior Terminal Manager, Operations Director, Maintenance Manager, Station Manager or Assistant Manager of a FAA Part 139 Certified Airport, Airport System, Airport Terminal, or Airline Station, including a commercial passenger terminal with more than 3M enplanements per year.
  • Demonstrated ability to handle all aspects of Terminal Management including Operations, Maintenance, Environment, Finance, Public Relations, and Human Resources Management.
  • Proven ability to interface with Government officials, including DHS, USDA, CBP, TSA, DOT, FAA, DEC, DEP, OSHA, EPA, CDC, etc.
  • Demonstrated ability to facilitate effective communications in a multi-stakeholder environment (e.g., Airport, Airlines, stakeholders, and tenants.)
  • Ability to calculate figures and amounts such as discounts, interest, proportions, and percentages.
  • Ability to read and evaluate budgets, financial statements, and P&L reports.
  • Ability to read, analyze, and interpret industry periodicals, professional journals, technical procedures, and governmental regulations.
  • Ability to solve problems and deal with a variety of concrete variables in situations where only limited standardizations exist.
  • Ability to review/write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of executives, employees, clients, customers, and the general public.
  • Demonstrated ability to motivate and lead a workforce consisting of professional staff, hourly employees, and union employees.
  • Excellent communication skills.
  • Demonstrated proficiency with MS office tools
  • Local demonstrated experience at LAX will be considered a plus.

COMPENSATION

  • Salary Range $160,000 - $190,000

Requirements

 EDUCATION, CERTIFICATES, LICENSES, REGISTRATIONS

  • Four-year degree in Airport, Aviation, Aerospace, or Business Administration, Public Relations or related field is required.
  • Masters desired.
  • A demonstrable history serving commercial aviation facilities is required.
  • Must possess a valid Drivers’ License and clean driving record as a condition of employment.
  • Must be eligible to obtain all Airport staff access and security clearances from the Respective Authorities.
  • IAP or AAE designation will be considered a plus.
