DSFederal Inc,is seeking an experienced Senior Acquisition Specialist to support federal Program Managers in planning and managing various programs. This position is responsible for executing acquisition and procurement activities for the Department of the Navy SYSCOM.The Senior Acquisition Specialist will lead organizational studies and evaluations, design systems and procedures, and prepare operations and procedures manuals to enhance efficiency for the client’s management teams. They will draft and support program milestone-related documentation to ensure compliance with all aspects of DoD and SECNAV 5000 series directives.Additionally, the role involves developing key program acquisition documents, including Acquisition Plans, Statements of Work, and Procurement Initiation Documents, while assessing program procedures and documentation for compliance with specifications, contracts, and mission requirements.A working knowledge or familiarity with applicable federal government information systems is required. The specialist will also support service acquisition and life cycle management analysis, participate in Program Integrated Product Teams (IPTs), and apply appropriate business and technical methodologies in executing their responsibilities.This position requires extensive experience in Navy acquisitions, procurement management, and federal contracting procedures. The ideal candidate will possess Microsoft Office 365 programs experience; experience in the research and development industry; strong analytical skills; expertise in regulatory compliance; strong strategic development experience; and the ability to collaborate with cross-functional teams to optimize acquisition strategies and processes. This is a Contingent Position.


Job Duties and Responsibilities:

  • Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to improve efficiency and effectiveness.
  • Support and draft program milestone-related documentation, ensuring compliance with project requirements.
  • Support the development of procurement documentation, including Acquisition Plans, Acquisition Strategy Reports, Procurement Initiation Documents, Statements of Work, funding documents, contract awards, agreements, and Acquisition Program Baseline Agreements.
  • Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.
  • Attend, participate, support analyses, provide input, develop, prepare and report on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
  • Utilize business and technical methodologies to support hardware, software, and service acquisition and lifecycle management.
  • Participate in meetings and support Program Integrated Product Teams.
  • Conduct work simplification and measurement studies to enhance acquisition efficiency.
  • Develop reports, presentations, and executive summaries to communicate acquisition progress, challenges, and recommendations.
  • Conduct risk analysis, configuration management, and ensure compliance with Government policies.
  • Provide recommendations to mitigate risks and enhance acquisition processes 
Requirements

  

Experience Required:

  • Over 10 years of experience in acquisition strategy and procurement in a defense or federal contracting environment.
  • Must have science and technology process experience, preferably in the Navy.
  • Minimum of 6 years of experience in defense acquisition, preferably within Navy or DoD programs, including logistics, research and development, configuration management or systems analysis/design.
  • Experience with Navy Catapult and CRP program data on federal government information systems including, but not limited to, the DON PMDB, STAIRS Flankspeed Teams and SharePoint tools, OneNote, and shared file resources.
  • Experience handling SBIR, STTR, and RIF program data on federal government information systems including, but not limited to, the DON Program Management Database (PMDB), S&T Alignment and Investment Reporting System (STAIRS)

Demonstrated knowledge in one or more of the following areas:

  • Program management
  • Systems engineering
  • System acquisition
  • Financial management
  • Test and evaluation
  • Integrated logistics support
  •  Demonstrated knowledge and/or familiarity with the DoD and SECNAV 5000 acquisition series, Federal and DoD acquisition regulations, and PPBE process.
  •  Demonstrated knowledge in one or more of the following areas: system acquisition, acquisition documentation, configuration management, risk analysis and Government furnished equipment (GFE) or Government furnished information (GFI).
  • Minimum six 6 years of experience related to manufacturing plans, configuration management, commercialization/transition, and audit preparations.
  • Demonstrated knowledge in one or more of the following areas: business planning, business development, or operational security review.
  • Minimum of six years’ experience in specialized and focused company management assessment recommendations.
  • Demonstrated experience in conducting risk assessments and providing recommendations to mitigate risks and enhance acquisition processes.

Demonstrated knowledge and recent experience (three years within the last six years) in:

  • Assertions (basis and impact)
  • Intellectual property
  • SBIR technical data rights
  • SBIR/STTR law/policy
  • Federal contract law/policy
  • International Traffic in Arms Regulations (ITAR)
  • Export regulations related to SBIR

Certifications

Preferred:

· Project Management Professional (PMP)

· Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Contracting or Program Management

· Certified Federal Contracts Manager (CFCM)

· ITIL Certification


Education Required:

· MA/MS degree in a business or technical discipline is necessary.
