Are you passionate about leading projects that make a real difference? We are seeking a Senior Business Analyst to join a project team focused on supporting state child support system modernization initiatives. This role will work directly with stakeholders to analyze current systems and processes, define future-state requirements, and support planning and documentation for large-scale system modernization efforts.
What You’ll Do
- Provide subject matter expertise in child support operations, including case initiation, establishment, enforcement, financial management, customer service, reporting, and federal compliance.
- Serve as a liaison between stakeholders and technical teams to define and validate business needs, system requirements, and modernization goals.
- Lead and facilitate requirements gathering sessions, documenting business processes and functional needs in alignment with federal and state program objectives.
- Support the development of planning artifacts such as Feasibility Studies, Cost Benefit Analyses, and system modernization roadmaps.
- Develop and evaluate system alternatives to meet future-state goals, ensuring alignment with business needs and system objectives.
- Identify business process improvement opportunities and work with stakeholders to define actionable reengineering strategies.
- Participate in strategy sessions, stakeholder interviews, site visits, and project presentations.
- Contribute to project documentation including As-Is/To-Be process maps, gap analyses, alternative analyses, and OCSS-compliant planning deliverables.
What We’re Looking For
- At least 5 years of experience in the Child Support Program with strong knowledge of federal regulations and operational processes.
- Minimum 5 years of experience as a business analyst supporting child support programs or systems.
- Strong experience working directly with state agency stakeholders and child support system users.
- Familiarity with child support system modernization efforts, including planning documents such as PAPDs, IAPDs, and RFPs.
- Excellent written and verbal communication skills.
- Proficiency in Microsoft Office tools (Word, PowerPoint, Excel, Visio).
- Experience with application lifecycle management tools (e.g., Azure DevOps, Jira) is a plus.
- Willingness to travel as needed; relocation not required.
- Preference given to candidates located near Indianapolis, IN
