Description

Loch Harbour Group is seeking a Senior Strategic Communications Specialist to provide organizational change management (OCM) support and develop communication strategies for Enterprise Platform ServiceNow applications and improved business processes. The ideal candidate will work closely with technical and functional teams, facilitating the government Platform Owner’s approach to innovation, value management, and success measurement. This role requires expertise in strategic communications, learning strategies, and change management to drive adoption and optimize Enterprise Platform solutions.


Key Responsibilities:

  • Develop and implement strategic communication plans to support organizational change management (OCM) efforts.
  • Document organizational change strategies and track actual changes to ensure alignment with business objectives.
  • Facilitate collaboration between government Platform Owners and DLA change managers to socialize value management, success outcomes, and Key Performance Indicators (KPIs).
  • Provide best practice guidance to use-case scrum teams (both government and contractor) related to ServiceNow plug-ins, new features, and configuration recommendations.
  • Support teams in adopting new ways of working with ServiceNow applications and improved business processes.
  • Develop training materials, learning tools, and engagement strategies to ensure smooth transitions to new solutions.
  • Communicate change impacts effectively across technical and functional teams, ensuring alignment with enterprise goals.
  • Measure and report on communication effectiveness, making adjustments as necessary to improve engagement.


Requirements

Minimum Requirements:

• 5+ years of experience in developing and executing strategic communications strategies.

• 5+ years of experience in learning strategies, instructional tools, or training development.

• Strong understanding of organizational change management (OCM) principles and best practices.

• Experience working with enterprise platforms, including ServiceNow.

• Ability to engage with technical teams and business stakeholders, translating complex concepts into clear messaging.


Required Qualifications:

• U.S. Citizen

• Active Secret Clearance

• Must be able to pass a background check and obtain/maintain a DoD clearance.


Preferred Qualifications:

• Experience supporting government agencies or enterprise IT transformations.

• Familiarity with ServiceNow use cases, plug-ins, and platform enhancements.

• Strong background in value management, KPI tracking, and success measurement.

• ICAgile Certified Professional (ICP) or Prosci Change Management Certification.

• Experience with digital learning platforms and modern training tools
