About the Role
As the Vice President of Program Operations, you will be a key driver in executing VOA’s mission, ensuring that we provide the highest quality of integrated services, including mental health, substance use disorder treatment, and housing support. You will have the unique opportunity to innovate and lead groundbreaking initiatives that blend behavioral health care with housing and shelter services, impacting the lives of individuals and families in our community.
You will collaborate with senior leadership to define and execute strategic plans, create community partnerships, and ensure that our services are person-centered and effective. This role requires a leader with a strong Behavioral Health Services (BHS) program management background and a firm belief in VOA’s mission of creating lasting, positive changes in people’s lives.
Key Responsibilities
As Vice President of Program Operations, you will:
- Lead with Vision: Champion the integration of behavioral health services across all VOA programs, including shelters, supported housing, and clinical services.
- Drive Strategic Planning: Collaborate with senior leadership on strategic and organizational planning, ensuring behavioral health services align with broader housing and shelter initiatives.
- Innovate and Develop Programs: Oversee the development of new programs that integrate housing with mental health and substance use disorder treatment, ensuring quality, evidence-based services for those we serve.
- Foster Collaboration: Cultivate positive relationships with community partners, government agencies, and other stakeholders who share our vision of ending homelessness and supporting recovery and independence.
- Ensure Quality Service Delivery: Monitor program effectiveness, conduct evaluations, and make data-driven decisions to improve service outcomes for individuals accessing behavioral health care and housing.
- Support Staff Development: Lead staff recruitment, training, and professional development to ensure that clinical and operational teams are equipped to meet the diverse needs of our clients.
What We’re Looking For
To be successful in this role, you should have:
- Experience: A minimum of 5+ years of executive leadership experience, focusing on behavioral health program management. Experience integrating housing and behavioral health services is strongly preferred.
- Education: A Bachelor's degree in a related field (e.g., Business Administration, Health Care Administration, Human Services) or equivalent combination of education and experience. A Master’s degree is a plus.
- Licensure: Preferred, but not required: Possession of, or ability to obtain, an LICSW or LMHC designation as recognized by the Washington State Department of Health (DOH).
- Leadership Skills: Proven ability to lead and motivate teams, manage complex programs, and make strategic decisions that drive meaningful community impact.

- Adaptability: Strong ability to work in a fast-paced, dynamic environment and adapt to changing priorities while considering the big picture.

- Community Focused: Experience working with community agencies, government programs, and advocacy organizations.
