Description

The Director of Information Technology is responsible for developing and implementing the organization's strategic vision of information technology and systems integration, aligning long-term and short-term technology objectives with operational goals. This role oversees IT infrastructure, daily operations, and the support and maintenance of existing applications while also leading the development of new technical solutions to meet current and future organizational and customer needs. In addition, the Director serves as the organization's information security leader—ensuring compliance with regulatory requirements, enforcing policies, and safeguarding sensitive data through robust risk management and disaster recovery planning. With a focus on continuous improvement, this position drives process automation, promotes a security-conscious culture, and collaborates across departments to optimize systems, enhance performance, and ensure the secure, efficient use of technology organization-wide. 

Requirements

Must possess either a Bachelor's degree from an accredited university in business information systems, computer science, or related field with at least five years of proven experience in information technology management and systems integration for an organization OR a combination of education, certifications, and proven leadership experience. Must possess the ability to communicate technical concepts to technical and non-technical audiences. Must be able to relate and interact effectively within all levels of the organization and provide information technology leadership. Must be able to manage multiple projects simultaneously. Advanced analytical and problem-solving skills in area of responsibility with a proven ability to lead an organization's information technology and systems integration.

  

This person should have experience or certifications within the last 3 years related to:

· Integration Platforms (e.g. Tray. io/ai)

· Familiar with SSO (e.g. OneLogin)

· Cloud computing platforms (e.g. Azure)

· Implementing API gateways and integrating third-party APIs into existing infrastructures

· Familiarity with SMTP relay services for scalable communication (e.g. Microsoft Exchange)

· Advanced proficiency in Microsoft 365 with a focus on SharePoint, OneDrive, and Teams

· Saas & ASP models

Audio and visual experience preferred (e.g. live streaming, event setups, troubleshooting cameras and soundboards) 


A. Essential Functions – IT Strategy & Operations

  

1. Oversee and manage the strategic direction of the IT department, aligning technology with business goals and operational needs, including audio-visual and network infrastructures.

2. Allocate resources and determine schedules for product releases and/or project deadlines.

3. Develop and manage IT operational and capital budgets to ensure quality service at a reasonable cost.

4. Ensure the effective deployment, maintenance, and optimization of IT infrastructure to support the organization’s growth and efficiency.

5. Evaluate and implement new technologies, software solutions, and process automation to improve overall IT efficiency and performance.

6. Respond to and manage organizational challenges and opportunities regarding information security practices, ensuring appropriate resolutions.

7. Serve as a key resource for employees on information security-related matters, providing guidance on risk mitigation and policy adherence.

8. Collaborate with cross-functional teams to plan and implement information systems across departments (e.g., marketing, HR, finance, clinical) while ensuring security awareness and compliance.

9. Active participant in VMRC’s IT & Campus Planning Steering Committee.


 B. Information Security, Governance, & Compliance


1. Develop, implement, and oversee VMRC’s information security function, ensuring compliance with federal and state regulations.

2. Maintain, update, and enforce documented security policies and procedures, ensuring adherence to evolving legal requirements.

3. Provide regular reports to CFO on security initiatives, risk management, and compliance status.

4. Ensure all contracts with business associates and vendors include necessary security provisions and conduct periodic compliance reviews.

5. Oversee and monitor VMRC’s procedures for the disclosure and protection of personal health and confidential information, ensuring accurate record-keeping.

6. Independently investigate and address security concerns, including suspected violations, non-compliance issues, and data breaches.

7. Design and coordinate internal security audits and investigations, implementing corrective actions as necessary.

8. Enforce compliance with security policies through structured monitoring, periodic reviews, and disciplinary actions when required.

9. Assist in implementing administrative, technical, and physical safeguards to protect sensitive data from unauthorized access or cyber threats.

10. Oversee and monitor employees and vendors to ensure compliance with information security policies in their daily operations.


C. IT Infrastructure, Operations & Risk Management


1. Design, implement, operate, and continually improve a disaster recovery system to protect the organization’s electronic data assets and infrastructure.

2. Design, implement, operate, and continually improve a security system (e.g., virus protection, firewalls, intrusion detection) to safeguard electronic data and infrastructure.

3. Identify improvements in data processing automation, processes, and procedures to reduce inefficiencies and enhance care/productivity.

4. Approve the design, purchase, installation, integration, training, and use of hardware and software, ensuring compliance with security and operational standards.

5. Foster a security-conscious culture through continuous awareness programs and best-practice reinforcement.

 Physical Demands


The physical demands described here must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear normal as well as soft tones. This position is active and requires standing, walking, bending, kneeling, stooping, crouching, grasping, and reaching above the head. The employee must also frequently lift or move objects and residents/patients weighing up to 50 pounds and pushing/pulling up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Requirements for emergency situations are defined by service line expectations and may differ based on the nature of the emergency.


Position Type/ Hours of Work 


This position routinely involves work in an office setting and access to onsite, off-site, and virtual work-related destinations to perform job duties. Schedule and work responsibilities could vary based on shifts, standby, PRN, emergencies, inclement weather, etc. There is built-in flexibility for remote work. Some evenings and weekends as needed based on campus events. Some evenings and weekends as needed based on system status and on-call needs.


Environment


While performing the duties of this job, the employee is frequently exposed to dust, fumes, odors and airborne particles, biological and chemical hazards, and mechanical equipment. Regularly works in an office setting, staff workspaces, virtual workspaces, clinical settings, and other indoor and outdoor areas. 


Responsibility


This position holds supervisory responsibilities for assigned service line and has authority to determine who can access confidential information for their service line. 


Confidential Information


This position has access to job-specific resident demographic information for completing assigned responsibilities and has complete access to personnel records of staff and Information Technology systems, databases, and software.
