Description

Community Progress Council, Inc. is seeking a dedicated and detail-oriented Accounting Generalist to join our team. This new position will play a crucial role in managing all aspects of the accounts payable process and supporting the financial management of our Early Childhood Education (ECE) programs.


As the community action agency of York County, our workforce is mission-driven to provide client-centered services by building relationships with those in need in order to help everyone live to their fullest potential. CPC offers services in more than 20 locations throughout the community, reaching our neighbors with opportunities in early childhood education, nutrition counseling, coaching, housing and financial education, and the Self-Sufficiency Program to move low-income individuals toward financial stability.

Requirements

Key Responsibilities:

  • Regulatory Knowledge: Maintain a high level of knowledge about Head Start regulations, grant requirements, fiscal policies, and procedures.
  • Accounts Payable Management: Post accounts payable entries, prepare invoices for payment, and print and submit payments via ACH or check.
  • Vendor Management: Maintain vendor W-9s and certificates of liability and monitor the prohibited vendors list.
  • Purchase Requests: Manage purchase requests ensuring proper documentation and appropriate budgetary source of funds.
  • Grant Proposals: Assist in creating grant proposals for all ECE programs ensuring fiscal and regulatory compliance.
  • Financial Accuracy: Ensure proper reconciliations for each grant and GL account being utilized.
  • Report Preparation: Prepare and maintain accurate reports for Policy Council, Board, and regulatory agencies.
  • Site Reports: Maintain up-to-date reports on site specifics including number of students, teachers, transportation information, meals served, etc.
  • Staff Training: Assist in training staff on procurement, purchasing, and payables, processes and procedures.
  • Relationship Building: Develop working relationships with Federal and State Head Start Program Staff, Head Start Director and Senior Management, Head Start Leadership Team, and Fiscal Staff.
  • Credit Card Reconciliations: Perform reconciliations of all credit card accounts and maintain charge card authorization forms.
  • Audit Support: Provide needed information and support to auditors and site reviewers.
  • Backup Support: Serve as a backup to other fiscal staff and support senior management as needed.
  • Budget Preparation: Assist in preparing ECE budgets and compare monthly costs against budget.

Qualifications:

  • Associate’s degree in accounting or other business-related field from an accredited school + minimum two years’ experience or a combination of secondary accounting education + 5 or more years of experience; experience in a nonprofit organization with multiple programs highly desired.
  • Successful completion of all required background checks, physical, and TB test.
  • Strong organizational and multi-tasking skills; ability to stop and start a task with multiple interruptions.
  • Experience working in accounting systems and maintaining electronic files.
  • Ability to effectively present information and respond to questions from groups of managers, clients, and the public.
  • Willingness and ability to comply with local, state, and federal financial regulations, as well as the regulations established by the Community Progress Council itself.
  • Strong understanding of financial statistics and accounting principles, and financial analysis.
  • Successful use of Microsoft Office Suite in a Windows environment is required.
  • Ability to maneuver, adjust, and work proficiently in various funding websites and other computer systems as required.
  • Experience in managing accounts payable and vendor relations.
  • Knowledge of Head Start regulations and grant requirements a plus.
  • Ability to work collaboratively with various teams and stakeholders.
