SUMMARY: This is a full-time position in the Planning & Community Development (PCD). PDC serves multiple departments of the Tribe with a variety of services, including strategic and program planning, grant writing, capital project development, research, and other related duties. The duties listed below are intended to indicate the types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. 


ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.

  • Write grants for community development, including new housing development, transportation, infrastructure, capital projects, and other tribal priority projects.
  • Research new and existing funding opportunities targeting identified Tribal priorities. 
  • Performs a variety of routine and complex administrative, technical and professional work for the Tribe. 
  • Assists in the development and implementation of capital improvement plans, transportation plans, housing plans, land use plans, and other plans and studies to meet the Tribe’s needs.
  • Assists other members of the Planning Department in the planning and development of grant applications for a variety of Tribal programs; serves as a peer reviewer of planning documents and grant applications prepared by others. 
  • Provide technical assistance with new project implementation, management, and reporting efforts.
  • Researches, analyzes and interprets social, economic, population, and land use data and trends.
  • Develop and maintain database of federal, state, and nonprofit grant makers and their priorities.
  • Analyze specific legislation and other governmental actions      impacting the Tribe. 
  • Using excellent customer service skills, establishes and maintains effective working relationships with other employees, Tribal leadership, the Tribal community and external entities and audiences.
  • Performs other work as required. 

SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Must have the ability to write reports, write business correspondence, and procedure manuals. Able to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.


REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 


CERTIFICATES, LICENSES, REGISTRATIONS: Must have a valid Washington State Driver’s License.

Requirements

EDUCATION and/or EXPERIENCE: 

Planner I: A Master’s Degree and 1 years of related experience OR Bachelors’ Degree and 3 years of related experience OR Associate’s degree and 5 years of experience OR High School or GED and 7 years of experience. Education or experience should be in public administration, business administration, or planning.

Planner II: A Master’s Degree and 2 years of related experience OR Bachelors’ Degree and 4 years of related experience OR Associate’s degree and 6 years of experience OR High School or GED and 8 years of experience. Education or experience should be in public administration, business administration, or planning.
