SUMMARY: The Deputy Chief of Housing (DCH) is responsible for providing leadership and overall administration and management of the Supportive Services for Veterans Program (SSVP), Rapid Rehousing Programming (RRHP) and other Ancillary Programs provided by St. Vincent de Paul CARES throughout the designated geographic area to ensure effectiveness and quality care.  This includes programs supported through Federal, State, local, and private resources, and programs targeting specific subpopulations including Veterans, non-veterans, and families. This position oversees operations and service delivery, as well as adherence to best practices and the housing first philosophy, and collaboration with community partners. This position supervises the Operation Managers of the SSVF, RRHP, and Ancillary Programs. The position plays a significant role in the day-to-day operations of programs, implementation of new programs, and leading staff in program operations. This position works with local Veteran Administration and the Homeless System of Care in each Continuum of Care where programs operate to work towards effectively ending homelessness among Veterans and other homeless populations.

· Collaborate with the Chief Program Officer to develop and implement strategic initiatives to achieve agency-wide goals and objectives.

· Oversee day-to-day management and operation of programs, ensuring an effective and efficient workflow. 

· Provide leadership and guidance to staff, fostering a culture of teamwork, accountability, and professional growth. 

· Support the development and implementation of policies, procedures, and best practices to ensure compliance with relevant regulations and standards. 

· Analyze data and metrics to assess program performance and identify areas for improvement.

· Promote and market program services throughout the local communities.

· Network with other community providers regarding planning, program development, and coordination of services.

· Represent the agency at local and regional committees, meetings, conferences, and other events as requested. 

· Recruit, hire, train and evaluate direct reports.

· Implement new funding and programs as required.

· Participate in budget planning and management activities including resource allocation and expense control. 

· Actively participate in the PQI System and serve on the PQI Council and participate on other PQI Teams as assigned.

OTHER RESPONSIBILITIES:

· Comply with all applicable training requirements.

· Understands the Veterans Administration system and the types of services provided by the V.A. 

· Understanding of RRH housing programs and implementation of services.

· Knowledge of the characteristics and cultural diversity associated with Veterans and their family members and other homeless populations.

· Knowledgeable on housing rules and regulations such as Fair Housing, the Americans with Disabilities Act, and reasonable accommodations.

· Ability to set limits and boundaries effectively. 

· Must be able to work without a great deal of supervision and maintain a high level of productivity to meet the projective goals for the program.

· Ability to work as a team member.

· Ability to generate and maintain comprehensive reports and documentation.

· Ability to adjust schedule to meet client and agency needs in terms of evening and/or weekend services, as required.

EDUCATION AND EXPERIENCE: (Pending on position and if prior to hire is approved by Chief Executive Officer, a comparable amount of training, education or experience may be substituted for the minimum education qualifications)

· This position requires a minimum of a master’s degree.

· At least 4-years of experience in program coordination, supervising staff, counseling, case management and/or crisis intervention with homeless and at-risk families and/or individuals in crisis.

· Must be able to direct operations with complex governmental regulations, policies and procedures and demonstrate thorough document compliance efforts and activities.

· Must be proficient with data management and information systems and have intermediate knowledge of Microsoft Word Excel, PowerPoint, and Outlook.

· Must demonstrate excellent interpersonal skills and possess the ability to interact effectively with other agencies and service providers.

· Candidate must be able to work in a fast-paced environment and understand the issues that are faced by low-income populations.

· Must have a valid driver’s license as this job requires driving company vehicle.

GENERAL PHYSICAL DEMANDS: These physical demands are representative of the physical requirements necessary for an employee to successfully perform the essential functions of the job. Working in an office/site requires prolonged sitting at the computer workstation, standing, bending, reaching, lifting up to 20 lbs. and some driving. Requires manual dexterity sufficient to operate standard office machines such as computers, fax machines, calculators, telephones, and other office equipment. It is also required to regularly sit, speak, and listen, the employee is also required to walk, use hands and fingers to type, operate equipment, and maintain records and notes. Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Must be able to resolve problems, handle conflict, and make effective decisions under pressure. WORK ENVIRONMENT: Environment will occasionally become noisy due to equipment operations and interactions among clients and staff. There may be the possibility of being exposed to communicable disease, possible exposure to verbal abuse or similar behavior from residents/clients. On an as needed basis, employees may be called upon to work outside of the established work schedule or work odd hours. All information associated with the Agency is confidential.
