Lead and manage comprehensive contractor support for Unmanned Maritime Systems (UMS) programs at Naval Surface Warfare Center Panama City Division. Oversee diverse technical teams providing research, development, test, and evaluation (RDT&E), and In-Service Engineering Agent (ISEA) support for critical Navy mine countermeasure systems, including UUVs and USVs. Manage complex engineering support projects while ensuring mission success in both CONUS and OCONUS operations.
ESSENTIAL FUNCTIONS
- Direct and manage multidisciplinary teams of engineers, technicians, and support personnel in a dynamic naval environment
- Oversee contractor performance across RDT&E support, ISEA activities, and fleet engineering support functions
- Manage delivery order type, engineering support, and maintenance services contracts
- Coordinate with Navy acquisition processes and program offices for UMS systems, including AQS-20, Knifefish, MHUs, MCM USV, UISS, and MK 18 programs
- Ensure compliance with performance-based requirements and quality standards per ISO 9001-2015
- Lead program planning, scheduling, and resource allocation for complex technical projects
- Interface with government stakeholders, including NSWC PCD, PEO LCS, and fleet operations personnel
- Manage OCONUS deployments and operations, particularly in NSA Bahrain
- Oversee configuration management, logistics support, and training program development
- Ensure adherence to security protocols and cybersecurity workforce requirements
Education:
- Bachelor's degree in Engineering, Program Management, or related technical field
Experience:
- Nine (9) years of progressively responsible professional experience in program management
- Demonstrated experience in managing and directing the efforts of diverse task teams in a dynamic environment
- Five (5) years of experience with UMS or related LCS programs
- Working knowledge of Navy acquisition processes, major systems testing, and In-Service Engineering Agent (ISEA) requirements
Required Skills:
- Thorough understanding of undersea and surface mine countermeasure (SMCM) systems or U.S. Navy equivalent systems
- Knowledge of complexities and requirements associated with delivery order type engineering support contracts
- Strong leadership and team management capabilities
- Excellent communication and stakeholder management skills
- Microsoft Office Suite proficiency
- Project management and scheduling software experience
- Risk management and mitigation strategies
- SECRET security clearance
- U.S. Citizen
Desired Skills:
- Project Management Professional (PMP) certification
- Experience with Navy contracting and acquisition regulations
