Excel Engineering is seeking a safety minded, highly motivated Utility Construction Safety Observer to support our Power Utility Client in the Minneapolis, MN region. Excel Engineering offers Electrical and Control System Engineering and Construction Management Consulting services in the US and abroad.
Primary Responsibilities
Candidates for this role should have a strong background in construction safety oversight, particularly in utility-scale transmission line, substation, and civil construction environments. Responsibilities include, but are not limited to:
- Monitor daily construction activities to ensure safe work practices for all parties involved while adhering to the customers, OSHA, MAD, and NERC/FERC requirements.
- Conduct daily inspections and safety observations while documenting milestones and generating reports.
- Help develop and implement safety programs and oversee field safety operations that meet customer’s needs & tailored to their safety protocols.
- Maintain effective communication with onsite teams and ensure adherence to safety protocols.
- Analyze field observation data to identify trends & hazard mitigation.
- Develop corrective action plans.
- Utilize Microsoft Office Excel and other software for reporting and documentation,
Education
- Associate degree or higher in Occupational Health & Safety, Construction Management, or a related field preferred.
Experience
- Extensive knowledge of safety compliance in utility transmission, substation, and civil construction environments.
- Familiarity with OSHA 10/30, confined space, and equipment-specific safety certifications (e.g., forklift, crane, bucket/man lift
- Strong communication and coordination skills, with the ability to deliver on-site training and reinforce safety best
- Experience with GPS locates and environmental hazard monitoring (e.g., oil spills, wildlife
- Proficiency with Microsoft Office Suite for daily reporting and documentation.
Qualifications
- 10+ years of experience in construction safety, preferably within transmission, substation, or infrastructure projects.
- Demonstrated leadership in field safety oversight, incident prevention, and safety culture promotion.
- Ability to interpret safety codes, client protocols, construction drawings, and implement corrective actions quickly and effectively.
