Description

Provide leadership, oversight and coordination of Facilities, Administrative Coordinators, Building Maintenance, and Transportation departments within tribal administrative services. Formulate policies, manage daily operations, supervise staff, and resolve operational issues.


Essential Duties:

  • Direct and coordinate activities of departments under tribal administrative operations.
  • Supervise, train, and evaluate department staff to meet priorities and departmental goals. Develop and monitor staff professional development and training.
  • Manage financial and budget activities to fund operations, maximize use, and increase efficiency.
  • Establish and implement departmental policies, goals, objectives, and procedures, in coordination with program directors, staff members, and executive management. 
  • Identify and develop strategies to optimize grant administration processes.
  • Research grant opportunities and evaluate outcomes, ensure grants are implemented according to operational needs.
  • Monitor departments to ensure service delivery aligns with budgets, grants, and tribal directives.
  • Plan, direct, and coordinate activities in collaboration with other department heads.
  • Ensure efficient program operations and goal achievements. 
  • Recommend new facility locations and oversee remodeling projects. 
  • Determine staffing requirements, hire and supervise department management and oversee operations employees for accountability.
  • Oversee maintenance schedules, safety inspections, and compliance with building codes and regulations.
  • Manage vendor contracts and service agreements related to facilities and custodial services.
  • Coordinate emergency response and facility safety protocols, including fire drills, evacuation plans, and hazard assessments.
  • Oversee fleet management operations including vehicle acquisition, maintenance, utilization, and replacement schedules.
  • Ensure transportation services are safe, timely, and compliant with applicable laws and tribal regulations.
  • Maintain accurate records of vehicle use, inspections, maintenance, and driver qualifications.
  • Develop and enforce fleet safety policies, training, and procedures.
  • Ensure front-desk administrative coordinators are equipped to provide professional, efficient service.
  • Standardize administrative processes to improve efficiency and consistency across departments.
  • Monitor and assess workflow, resource allocation, and customer service delivery.
  • Implement systems for tracking work orders, administrative requests, transportation scheduling, and facility maintenance tasks.

Additional Duties:

  • Maintain effective working relationships with tribal programs and external agencies.
  • Be available for program directors or other program staff as needed.
  • Attend meetings as requested by The Executive Director of Tribal Operations or the Deputy Executive Director of Support Services.

Requirements

  • Strong project management skills, including the ability to prioritize tasks, manage multiple ongoing initiatives, and meet deadlines across departments.
  • Experience with fleet management systems and vehicle maintenance tracking tools.
  • Working knowledge of facility systems such as HVAC, electrical, plumbing, and security systems, including the ability to work effectively with contractors and staff.
  • Proven ability to manage vendor contracts, service-level agreements, and procurement processes for facility-related services.
  • Budget management experience, particularly with developing and monitoring department-level budgets for maintenance, transportation, and administration.
  • Strong conflict resolution and interpersonal skills to manage staff performance, address concerns, and foster cross-departmental collaboration. 
  • Ability to provide guidance and feedback to help others strengthen specific knowledge/skill areas.
  • Ability to communicate effectively using both spoken word and written communication.
  • Ability to make critical decisions while following company procedures.
  • Ability to obtain and appropriate the proper usage of equipment, facilities, materials, and personnel.
  • Ability to complete assigned tasks under stressful situations.
  • Cultural competency and sensitivity in working with tribal communities and understanding of tribal sovereignty and governance structures. Proficiency in Microsoft Office programs.

Education & Experience:

Education Required:  

  • Bachelor’s degree in business management, business administration and/or political science OR a combined equivalent of education and experience that demonstrates the abilities to perform the essential functions of the position is required.

Education Preferred:  

  • Master’s degree in business management, business administration and/or political science preferred.

Experience:

  • Five years of management and/or supervision experience required. 
  • Two years of grant management and reporting experience required.
  • Experience working for tribal government organizations preferred.

Certifications/Licenses:

  • Must have and maintain a valid and unrestricted Washington State driver license.

Other Requirements:

  • Must be able to pass a thorough pre-employment background investigation. 
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.

Work Environment:

The work environment includes an office environment in a controlled atmosphere building. Work environment varies and may include outdoor work in all types of weather. Noise levels are typically low to moderate but will also include high noise levels at times. Work environment will also include construction environments where safety precautions may be necessary. Hybrid work arrangements may be possible in accordance with the Tribe’s Telecommuting Policy.

The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.


Additional Information

  • Salary, compensation will be determined based on experience and starts at $145,186.15 per year. 
  • This position is a permanent full-time position and employment is at will.
