Inspections
- Schedule and effectively perform inspections on initial lease up/annual recertification and/or special inspections at request of participant and landlord for housing units participating in Idaho Housing and Finance Association Section 8 Programs
- Responsible for enforcing Housing Quality Standards (HQS)/NSPIRE minimum requirements
- Negotiate rent increases, when appropriate
- Perform re-inspections, according to regulations and procedures, as necessary to ensure compliance
- Responsible for initiating and tracking abatement process when necessary
- With supervisor approval, complete lease and HAP contract and obtain signatures
- Accountable for quality inspection and compliance with HQS/NSPIRE
Rent Reasonableness
- Responsible for rent reasonableness process
- Conduct market rent surveys, documenting comparable market rents
- Update and maintain Rent Survey books at least annually
- Complete rent reasonableness analyses to ensure properly documented rents
- Complete rent reasonableness documentation after unit inspection and prior to contract execution, or at time of contract rent increase
Utility Allowance
- Responsible for properly identifying, calculating, verifying and documenting accurate utility allowance
Association Liaison
- Maintain current knowledge of applicable Section 8 programs, policies and procedures to provide clients with program information and referrals
- Must represent the Association with professional demeanor while advising clients of their responsibilities
- Maintain thorough written documentation of all information pertinent to the inspection process and any issues that may arise
- Assist in communication between landlords/participants as directed by supervisor
Computer Entry/File
Maintenance/Clerical
- Complete all necessary computer entry in a thorough and timely manner
- Generate all inspection related documents and correspondence
- Maintain branch inspection log
- Schedule unit inspections to make the most efficient use of time and maintain a systematic and orderly filing system
Department Assistance
- Continue to assist in any and all areas required in the efficient daily operation of the Branch
- Assume additional responsibilities as required to continue or promote programs
Professional Development
- Under direction of supervisor, enhance personal job related skills and knowledge
May perform other additional duties and responsibilities as assigned.
- Must possess excellent interpersonal skills with strong customer service focus
- Two years' experience in a field that demonstrates the ability to perform housing inspections (e.g. real estate, inspections, construction, or appraisal)
- Graduation from high school (or GED), or equivalent experience is required
- Knowledge of Section 8 Program is preferred
- Knowledge of general administrative and business practices
- Computer literacy is required
- Ability to work independently to schedule, organize, plan, prioritize, complete job responsibilities
- Ability to establish and maintain effective working relationships with clients and employees
