ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Plans, organizes, and manages the daily operations of the public works and utilities department divisions.
- Manages public works capital projects including new construction, expansions of facilities and infrastructure and/or maintenance and renovations; works with consulting engineers on developing plans and specifications and/or develops specifications; ensures contracts are developed and implemented and that permits are obtained; coordinates with engineers and contractors in the field and monitors work in progress; monitors critical path schedule to track and report on progress; ensures project mobilization and demobilization meet targeted goals; monitors expenditures.
- Supervises the maintenance and repair of the Town’s electric distribution system; advises Town Manager on capital projects, researches proposed new services and reports on ongoing service provision and maintenance needs, reports on routine departmental activities, problems, and issues.
- Researches and recommends long-range plans and strategies for meeting citizen service needs; researches and recommends operational changes to the Town Manager.
- Supervises personnel through subordinate supervisors; selects, trains, ensures a safe work environment, supervises and /or provides performance coaching and evaluation in consultation with Town Manager.
- Meets frequently with supervisory staff to solve more complex problems; conducts field inspections to review progress; advises and may assist in resolving emergency situations; sets priorities and deadlines and provides guidance and direction.
- Engages in considerable personal contact with citizens concerning service requests and complaints; investigates and decides or recommends actions; coordinates projects with other departments as necessary.
- Prepares departmental operating budget requests; determines requests for personnel, equipment, and supplies; researches alternative recommendations for personnel and projects; develops bid specifications for equipment and materials; ensures sufficient stock of materials are maintained; ensures equipment is maintained and repaired; monitors and approves expenditures.

KNOWLEDGE, SKILLS, AND ABILITIES:
- Thorough knowledge of public works, public utilities, and municipal infrastructure operations including water, sewer, stormwater, and electric systems.
- Strong understanding of applicable state and federal laws, environmental regulations, OSHA standards, and ADA compliance.
- Expertise in capital project planning, bidding, construction oversight, and contractor management.
- Considerable knowledge of civil engineering and utility design principles.
- Budget development and financial management skills.
- Proficient in personnel management including performance coaching, conflict resolution, and workforce development.
- Strong interpersonal, verbal, and written communication skills.
- Ability to lead cross-functional teams, motivate staff, and maintain a high level of morale and accountability.
- Ability to manage multiple large-scale projects and competing priorities effectively.
- Considerable knowledge of the Town’s budgeting, purchasing, and personnel policies and procedures.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT: Work is generally performed in both inside and outside environmental conditions in which the employee is subject to workplace hazards including exposure to operating mechanical equipment creating fumes, odors, dust, and atmospheric conditions with extreme cold and heat for extended periods of time. Employee is subject to a level of noise requiring workers to shout in order to be heard above the ambient noise level. In addition, the employee is subject to a chance of injury from walking or standing in a construction site.
EDUCATION AND EXPERIENCE:
- Associate’s degree in Civil or Electrical Engineering, Construction Management, Business Management, or related field required.
- Bachelor’s degree in Civil Engineering, Business Management, or Construction Management preferred.
- 7–10 years of progressively responsible experience in public works or public utilities, including 5+ years in a supervisory or managerial capacity.
- An equivalent combination of education and experience will be considered.
SPECIAL REQUIREMENTS:
- Possession of a valid North Carolina Driver’s License (CDL preferred).
- Ability to complete NIMS coursework applicable to this position within one year.
- Certifications in water distribution, wastewater collection, stormwater, or electrical systems may be required based on departmental needs.
- Must maintain on-call status and respond during inclement weather, emergencies, or critical service interruptions.
