Job Purpose:

Oversee all aspects of land construction and development for new residential communities, ensuring raw land is successfully transformed into build-ready lots. Manage site preparation, infrastructure construction, contractor performance, and compliance with municipal regulations to deliver high-quality, cost-effective, and on-time development projects.


Job Summary:

The Land Construction Project Manager is responsible for coordinating and managing all phases of land development construction, from initial site work through final lot delivery. This includes overseeing contractors, monitoring invoices and schedules, ensuring compliance with environmental and municipal requirements, and providing a seamless handoff to the new homes operations team. The role requires strong organizational, communication, and project management skills, as well as a solid understanding of residential land development practices and construction processes. The Land Construction Project Manager reports directly to the Director of Land Development.


Key Responsibilities and Accountabilities:

Project Execution

· Manage all land development construction activities including clearing, grading, utilities, stormwater management, paving, amenities, and landscaping.

· Coordinate with engineers, surveyors, and contractors to ensure quality and compliance with project plans.

· Monitor construction progress against schedules and adjust as needed to maintain timely delivery of finished lots.

Budget & Cost Management

· Track and manage invoices against budgets. Coordinate invoice approvals with Director of Land Development.

· Review and approve invoices within budget authority; escalate overages as required to Director of Land Developent.

· Assist the Senior Land Operations Manager with cost efficiency monitoring through a collaborative and competitive bidding process, value engineering, and effective contractor management.

Permitting & Compliance

· Work with municipal stakeholders to ensure all inspections are scheduled for site work activities.

· Ensure construction activities adhere to approved plans, Garman Design Standards, zoning, environmental, stormwater, and erosion control regulations.

· Resolve compliance issues promptly with the Director of Land Development.

Quality Control & Risk Management

· Conduct site inspections to confirm workmanship meets standards. This is a minimum 60% field and 40% office job.

· Identify and mitigate risks with sinkholes, grading issues, drainage concerns, or scheduling conflicts.

· Ensure vacant lots and common areas are well maintained, landscaped per plan, and remain compliant with aesthetic expectations to enhance customer experience. 

Collaboration & Communication

· Partner with the Land Development, Construction, and Finance teams to align schedules and budgets.

· Provide timely project updates, reporting on progress, issues, and milestones.

· Facilitate smooth handoff of improved lots to the new homes operations team.
