The Organizational Development & Workforce Performance Consultant will support Cook County Health (CCH) in modernizing its workforce structure, performance frameworks, and organizational processes. This role is responsible for aligning people, processes, and technology to strengthen operational efficiency and improve workforce outcomes. A key focus includes ensuring CCH’s performance management approach integrates seamlessly with eligibility or benefits data generated through the Integrated Eligibility System (IES) or similar workforce-related systems.
This position requires a strategic thinker with experience in workforce planning, performance design, and organizational change within complex public-sector or healthcare environments.
Key Responsibilities
- Conduct organizational assessments to evaluate current structures, capabilities, and performance gaps, and identify actionable improvement opportunities.
- Develop comprehensive workforce plans that align with CCH’s strategic HR priorities, operational goals, and long-term staffing needs.
- Design and implement performance management frameworks, including KPIs, competency models, evaluation processes, and accountability mechanisms.
- Support change management, communication, and training initiatives to drive adoption of new workforce structures and performance processes.
- Align workforce programs with compliance and eligibility requirements tied to IES or funding-based models (e.g., Medicaid-funded roles, FTE eligibility criteria).
- Facilitate stakeholder workshops, focus groups, and change-readiness sessions to build consensus and ensure alignment across leadership, HR, and operational teams.
- Leverage HR analytics, dashboards, and workforce data to inform decision-making and measure the effectiveness of organizational interventions.

- 7+ years of experience in organizational development, workforce performance, HR transformation, or workforce planning.
- Experience in public-sector, healthcare, or academic medical center environments preferred.
- Knowledge of eligibility-driven workforce models, including FTE allocation, federally funded positions, or Medicaid-supported program staffing.
- Familiarity with HR analytics, data dashboards, workforce reporting, or performance measurement tools.
- Strong facilitation, communication, and stakeholder engagement skills, with the ability to influence leaders and navigate complex organizational environments.
