Operations Supervisor - Photovoltaic and Battery Storage (Remote Sites)

SUMMARY

The Terra-Gen Photovoltaic and Battery Storage Operations Supervisor is a supervisory position and leads all operational and maintenance functions for the remote Photovoltaic and Battery Storage Facilities in Southern CA. It’s a full-time position managing employees who perform tasks fulfilling duties specified in an executed O&M service agreement between Terra-Gen Operating Company as the O&M Service Provider and several entities currently owned by Terra-Gen as Owner.


The Operations Supervisor is responsible for ensuring that the facilities are available to produce optimally and for all safety and regulatory compliance while fostering a positive, supportive, collaborative and safe culture. This position will be responsible for implementing site policies and procedures as well as team building and professional development of employees. The Operations Supervisor reports to the Operations Manager – Photovoltaic and Battery Storage. This position is based from the main office which is located in the vicinity of Mojave, California. 


Travel will be required and may include working overtime, nights, weekends and/or holidays. On-call rotation will also be required for this position.  

 

The Supervisor will be responsible for the safe and efficient operations and maintenance of the power plants and all associated instrumentation, electrical, and DCS equipment in accordance with procedures, guidelines, and operating directives in effect. Provides appropriate direction, guidance, training, and supervision of assigned personnel in the accomplishment of company goals and directives. Monitors and ensures all facets of instrumentation, electrical, and control systems and associated equipment maintenance have been accomplished per industry standards, OEM specifications and regulatory compliance. Responsible for the material conditions of each component and ensures that each functions correctly and reliably through programs of equipment inspection, maintenance, repair, and system testing/troubleshooting. Identifies equipment deficiencies and coordinates with all departments to maintain peak performance of the power plant and its equipment.

 

 ESSENTIAL DUTIES AND RESPONSIBILITIES (Other duties may be assigned as needed)

  • Adheres to, supports, and complies with all company safety and environmental policies and practices. Ensures all employees, contractors and visitors conduct themselves safely and within company policies and regulatory guidelines.
  • Using the Terra-Gen work management system, ensure work is planned and scheduled to meet warranty and service contract commitments/requirements.
  • Review metrics and direct improvements in plant performance, work progress, and work backlog
  • Perform scheduling, performance monitoring, vegetation management, module cleaning, etc.
  • Direct contact in the form of meetings and reporting to the Operations Manager regarding plant performance and plans of action(s).
  • Perform RFP (request for proposal), select contractors/vendors, initiate contracts and manage contractors/vendors for Terra-Gen operations, manage contractual spare parts, and maintenance technicians, as needed, to fulfill O&M service agreement obligations.
  • Responsible for the performance of all contractors as required by the O&M service agreement.
  • Manages and tracks warranty claims and understands installation warranty and equipment warranty responsibilities. Ensures operations and maintenance activities are performed to maximize the warranty benefit.
  • Schedules and manages additional services as needed based on the available monitoring data (SCADA). Ensures acceptable quality of execution.
  • At a minimum completes monthly site inspections.
  • Assist EHS with the implementation of an OSHA-compliant safety program and culture at the plant.
  • Develop and promote compliance with written procedures for plant operations and maintenance.
  • Responsible for regulatory compliance (including but not limited to).

  • Promote, develop and administer the Continuous Improvement Program (CIP).
  • Assist in Root Cause Analysis to ensure continuous improvement.
  • Manages the everyday plant activities of the operating assets in compliance with established standards.
  • Oversees O&M Provider(s). Manages their operating and repair/troubleshooting efforts to ensure compliance with service agreements and compliance with established standards.
  • Keep current on reporting for energy regulatory agencies including PUCs, FERC, CEC, and EIA.
  • Prepare monthly, quarterly and annual reports, along with other reports as needed.
  • Provides data for reports for lenders and for local, state, and federal regulatory organizations according to the agreements and contracts.
  • Maintains a database tracking operation, contract administration, regulatory compliance, and financial reporting.
  • Develop and manage an annual budget for multiple projects concurrently.
  • Maintain financial responsibility and operational performance of multiple sites.
  • Analyze the financial performance of operating solar plants and recommend cost saving methods to ensure financial efficiency.
  • Analyze production data for operating solar and energy storage plants and report deficiencies to the Operations Manager and or OEM for warranty corrective actions ensuring operational efficiency.
  • Review performance modeling results and compare with actual performance data.
  • Proposes solutions for improving performance with a positive cost/benefit analysis.
  • Manage contract labor relations.
  • Administer regulatory, company and departmental policies/procedures.
  • Provide coaching along with written and/or verbal reprimands to an employee as necessary.
  • Complete employee reviews as required, both written and verbal.
  • Responsible for team-building and professional development of team members.
  • Conduct or supervise training.
  • Ensures immediate corrective action in response to emergency situations to minimize safety hazards and to reduce damage or downtime to the plant and its equipment. Calls employees to emergency duty upon assessing plant conditions and determining the necessity for additional support.
  • Schedules overtime and vacation requests for assigned personnel. Reviews and approves assigned personnel timecards.
  • Adheres to, supports, and complies with all company safety and environmental policies and practices. Ensures all employees, contractors and visitors conduct themselves safely and within company policies and regulatory guidelines.
  • Assures a proper working environment by maintaining discipline, morale, and employee relations. Prepares performance reviews and assist and disciplinary recommendations.
  • Understands and follows proper procedures for control and shipment of all hazardous waste streams.
  • Directs all instrumentation/electrical/DCS preventative and corrective maintenance, including equipment overhauls and system modifications.
  • Coordinates with company personnel, outside consultants, and vendors to plan outages and new construction projects, ensure proper staffing, correct maintenance problems, startup of new equipment.
  • Provides technical guidance and direction to assigned personnel during the completion of repairs, troubleshooting, and overhauls. Provides technical guidance to Technicians.
  • Documents equipment problems, writes work orders, work instructions, and maintenance repair requests.
  • Trains to improve personal skills and the skills of co-workers related to the job and/or required advancement.
  • Responsible for the completion of special tasks and projects assigned by the Operations Manager.


 SUPERVISORY RESPONSIBILITIES

Manages site employees as assigned. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM REQUIREMENTS

  • Strong technical and supervisory skills.
  • Strong working knowledge of electrical safety and NFPA 70E requirements
  • Proven ability to successfully procure, monitor, and assess subcontracted functions such as electrical contractors.

EDUCATION and/or EXPERIENCE, KNOWLEDGE

  • 4+ years Supervisory Experience with increasing levels of responsibility in large power facilities.
  • 2+ years’ experience as an electrical qualified person (NFPA 70E). 
  • 1+ years contract and budget management experience preferred.
  • Extensive knowledge in the Design, Construction, Installations, Operations, and Maintenance in Oil, Gas, Chemical, Power Generation, and Other Related Industrial Processes.
  • Possess experience in Project Management, Project Controls, Safety, and Quality Management.
  • Experienced in People and Organizational Development and Management.
  • Experienced in Project Control, Budgeting, and Cost management.

COMMUNICATION SKILLS

  •  Provide information and training.
  • Customer service skills are essential for this role.
  • Create written reports/memos/emails to communicate findings internally and externally.
  • Communicate with customers about their system operation and performance.
  • Communicate with vendors about the performance of their products.
  • Communicate with Quality/Product Development/Purchasing departments about the field and remote data findings.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel. The employee frequently is required to stand, walk, sit, reach with hands and arms, and talk or hear. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Overtime is required as needed.

WORK ENVIRONMENT

At least 50% of the Site Supervisor’s work will be performed in an office work environment; however, the environment for field inspections exposes the person to the risk of electric shock, heights, moving mechanical parts, fumes, and airborne particles toxic or caustic chemicals. Additionally, while working outdoors, the employee is exposed to heat, cold, inclement weather, and ultraviolet radiation from the sun. The noise levels may require hearing protection. The noise level in the work environment is usually loud on occasion can be very loud.

The posted compensation is the range that we in good faith anticipate relying on when setting wages for this position. We may ultimately pay more or less than the posted range and this range is only applicable for jobs to be performed in California. This salary range may also be modified in the future, depending upon skills, experience, education, and geographical location.
