Description

  

Position Summary

We are seeking a Director of Product Management to lead and mature our entire product portfolio across Elections, Ethics, Business Registration, and related GovTech domains. This senior leader will define and drive product strategy, lead Go-To-Market (GTM) planning, deliver customer-centered innovation, and elevate our Product Development Lifecycle (PDLC), processes, and practices across the organization.

The Director will oversee all product managers and product owners, establish strategic roadmaps, guide modernization initiatives, and partner closely with the CTO, Engineering, CloudOps, Security, and Customer Success organizations. This role requires strong domain knowledge in GovTech—particularly Elections, Ethics, or Business Registration—combined with a proven ability to lead enterprise SaaS products serving state and local government customers.

  

Key Responsibilities

Product Portfolio Leadership

  • Lead      product strategy and execution across multiple product lines, ensuring      alignment with organizational goals, customer needs, and market dynamics.
  • Own      the full product lifecycle—from discovery, requirements, design, and      prioritization to delivery, adoption, and ongoing optimization.
  • Establish      and maintain multi-year portfolio roadmaps and modernization plans for      legacy systems transitioning to cloud-native platforms.

Product Development Lifecycle (PDLC) Maturity

  • Standardize      and mature PDLC processes across product teams, including discovery      frameworks, product requirements, prioritization methodologies, and      release planning.
  • Implement      and optimize tools such as Aha!, Azure DevOps (ADO), and      related product workflow systems to improve transparency and      predictability.
  • Develop      structured market research, competitive analysis, and product validation      processes.

Go-To-Market (GTM) Strategy & Cross-Functional Collaboration

  • Partner      with Marketing, Sales, and Customer Success to build GTM plans and ensure      product readiness, messaging clarity, and launch success.
  • Work      closely with Implementation teams to ensure smooth rollout, customer      onboarding, and change management for new products and major releases.
  • Collaborate      with the CTO and Engineering leaders to align product roadmaps with      technical feasibility, capacity, security, and modernization efforts.

Team Leadership & Organizational Maturity

  • Lead,      mentor, and grow a team of product managers and product owners across      multiple domains.
  • Build      a culture of strategic thinking, user-centered design, and business      outcome focus.
  • Establish      product discipline frameworks such as OKRs, ROI modeling, product scoring,      and value delivery metrics.
  • Implement      consistent practices in backlog management, stakeholder communication, and      quarterly planning (PI Planning, big-room planning, etc.).

Customer Engagement & Market Influence

  • Serve      as an executive-level product representative in customer meetings,      advisory boards, and user groups.
  • Engage      directly with state and local government agencies to understand emerging      needs, regulatory changes, and industry trends.
  • Represent      the company at conferences, industry events, and partner forums within      Elections, Ethics, Business Registration, or related GovTech sectors.

Strategic and Technical Alignment

  • Drive      modernization initiatives across the portfolio—including migration to      cloud-native architectures, improved UI/UX, and API-first design.
  • Ensure      all product lines adhere to secure coding, compliance, accessibility      (WCAG/508), and best practices expected within government-focused SaaS      platforms.
  • Participate      in budgeting, roadmap alignment, and multi-year planning with the CTO and      executive leadership team.
Requirements

  

Qualifications

Education & Experience

  • Bachelor’s or Master’s degree in Product Management, Business, Computer Science, Public Administration, or a related field.
  • 10+ years of product management experience, with 5+ years leading and managing product teams in a SaaS or GovTech environment.
  • Proven success managing multi-product portfolios and delivering enterprise-grade solutions in state or local government markets.

Industry Expertise (Required/Preferred)

  • Strong experience in at least one of the following GovTech domains:
    • Elections (voter registration, election administration, ballot management)
    • Ethics (disclosures, conflicts of interest, lobbying management)
    • Business Registration / Licensing
  • Deep understanding of regulatory, statutory, and compliance environments impacting government technology solutions.

Product Leadership Skills

  • Strong capability in product discovery, roadmap creation, business case development, and user research.
  • Expert in prioritization frameworks (RICE, MoSCoW, weighted scoring), backlog management, and cross-functional alignment.
  • Demonstrated experience maturing PDLC, Agile product practices, and product operations.
  • Hands-on expertise using Aha!, Azure DevOps, and modern product tooling ecosystems.

Technical & Modernization Experience

  • Experience supporting modernization initiatives, including API-first development, UX redesigns, accessibility compliance, and cloud migrations.
  • Familiarity with architectural concepts such as microservices, event-driven design, and data interoperability.
  • Ability to translate complex technical concepts into clear business narratives for executives and customers.

Leadership & Soft Skills

  • Executive-level communication and presence; able to influence leadership teams and engage with government executives.
  • Strong relationship-building skills across Engineering, CloudOps, InfoSec, Product, Operations, and Customer Success.
  • Ability to manage upward, downward, and across the organization with clarity and confidence.
  • Skilled in conflict resolution, cross-functional prioritization, and stakeholder negotiation.

Preferred Certifications

  • Certified Product Manager (AIPMM), Pragmatic Institute Certification, or equivalent.
  • Agile certifications such as CSPO, SAFe POPM, or PMI-ACP.
  • Experience with ITIL, Lean/Agile frameworks, or modern product operations methodologies.
