We’re seeking a passionate Program Manager who will play a pivotal role in supporting our Rapid Innovation Center (The RIC), specializing in leading initiatives related to Intellectual Property (IP) Enablement, Technical Partnerships, and Business Development Enablement. The multi-faceted role demands hands-on involvement, strategic business acumen, leadership, and close collaboration with internal stakeholders across multiple, cross-functional teams as well as external partners. We are looking for a highly collaborative team player who can move seamlessly between product, project, and program leadership. This person will need to be able to dive deep as a project lead/scrum master on an agile delivery team while simultaneously tracking progress on as many as 10 smaller initiatives. 

Responsibilities: 

Strategic Program lead:   

• Partner with SMEs throughout the company to facilitate building Best Practices for SAFE/Agile and Product Management 
• Contribute to strategic discussions on IP-enablement initiatives within the RIC 
• Oversee of RIC initiatives that advance the company’s IP-enablement stance including 
• Best Practices (SAFE-Agile) 
• IP-enablement solution portal 
• PRIMA AI Platform

Product lead:   

• Define product roadmap:  Work cross functionally with senior engineers and technical leadership to create feature roadmaps that align with strategic technical goals. 
• Manage product lifecycles, ensuring alignment with strategic goals and successful delivery of outcomes. This includes working cross functionally with senior engineers and technical leadership to define product scope, create timelines, manage dependencies, and mitigate risks. 
• Stay updated on emerging digital and business trends. Collaborate with other business leaders to integrate digital opportunities into our business strategy, ensuring we remain at the forefront of technological advancements. 

Project lead:   

• Serve as project lead/scrum master of an agile delivery team.  Lead team ceremonies and ensure the timely delivery of work on the team by addressing delays, roadblocks and other risks that arise.   
• Track multiple smaller initiatives across the Rapid Innovation Center 
• Oversee and facilitate resource management with a distributed team of shared resources. 
• Oversee and manage the cost, schedule, and performance logistics associated with successfully delivering key outcomes through the Rapid Innovation Center. 
• Manage technical certification level incentive program for internal staff along with other key programs that drive outcomes necessary to achieve, maintain, and advance eSimplicity’s partnership tiers with specific partners 
• Collaborate with cross-functional team members including product, HCD, engineering, and data science leaders to prioritize the pursuit of initiatives that enable the analysis, design, development and operation of new capabilities within the Rapid Innovation Center. 

Required Qualifications

• Bachelor’s degree in Business, Management, Computer Science, Information Systems, Engineering, or a related field; AND
  10 years of experience as a Program Manager managing federal programs or contracts; OR
  in lieu of a degree, 14+ years of professional experience, including 10 years of program or project management experience, may be substituted.
• Experience leading projects, programs, and contracts for federal government customers within the GovCon industry.  
• Experience operating as a product owner or business analyst on a cross functional software engineering team.  
• Experience establishing and growing strategic partnerships with leading technology vendors.  
• Exceptional written and verbal communication skills.  
• Team oriented collaboration skills 
• Due to the nature of our customers, candidates are required to hold US Citizenship.  

Desired Qualifications: 

• Experience successfully negotiating license agreements with external vendors/partners. 
• Experience performing Contracts or Subcontracts Management. 
• Experience with P&L or Strategic Account Management. 
• Experience with LLMs and Agentic AI technology 

Working Environment:
eSimplicity supports a hybrid work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager. 

Occasional travel for training and project meetings. It is estimated to be less than 25% per year.
