About the Role

The Proposal Manager / Business Development Coordinator supports the full business development and proposal lifecycle by coordinating opportunity tracking, managing proposal execution, and maintaining proposal operations. This role ensures opportunities are identified and tracked consistently, proposals are organized and delivered on schedule, and supporting agreements and materials are in place to enable successful submissions. The position partners closely with leadership, capture, and delivery teams to translate inputs into compliant, well-managed proposals while maintaining the systems, templates, and processes that support business development efforts.

Responsibilities

Business Development Coordination

  • Conduct regular monitoring of federal procurement opportunities across multiple government acquisition platforms to identify relevant opportunities and flag them for internal review.
  • Maintain and update the business development pipeline, ensuring opportunity data reflects current status, priorities, and team input.
  • Coordinate pipeline reviews and status meetings, supporting go/no-go decisions and leadership visibility.
  • Organize and maintain opportunity-related documentation and notes to support capture and proposal activities.

Proposal Management

  • Provide end-to-end proposal project management, including:
  • Developing and maintaining proposal schedules
  • Leading proposal kickoffs
  • Coordinating contributors, reviewers, and approvals
  • Managing files, version control, and submission readiness
  • Provide hands-on proposal support for active bids, adjusting level of effort based on proposal volume and timelines.
  • Manage and maintain proposal templates and standard materials, ensuring they remain current, compliant, and easy to reuse.
  • Own the organization and archiving of proposal and business development repositories, ensuring materials are accessible and well-structured.

Contracts & Administrative Support

  • Facilitate contract-related actions such as non-disclosure agreements, teaming agreements, and similar documents in coordination with internal teams and external partners.
  • Track execution status and follow up as needed to support capture and proposal timelines.
  • Other responsibilities as assigned.
Requirements

Qualifications

Education

  • Bachelor’s degree in Business, Communications, Marketing, Public Administration, or a related field (Equivalent experience may be considered in lieu of a degree.)

Experience

  • 3–5+ years of experience supporting business development, proposal management, or federal contracting efforts
  • Experience leading and facilitating oral presentations/evaluations 
  • Experience managing multiple concurrent proposals with varying levels of complexity and urgency
  • Well-versed with federal acquisition processes and proposal lifecycles
  • Experience working in environments with fluctuating proposal workloads

  • Excellent project management and organizational skills
  • High attention to detail and ability to manage schedules, documents, proposal compliance, and deadlines
  • Clear written and verbal communication skills
  • Ability to coordinate across cross-functional teams and leadership
