The Systems Engineering Subject Matter Expert will provide support to the Director of Systems Integration and Chief Acquisition Officer for investment decisions and major systems acquisition program management processes and procedures. CG-SID-9 provides support and oversight to the Program Management Offices of major and non-major systems acquisitions and is the primary point of contact with the Department of Homeland Security (DHS) for the acquisition review process. Due to the size, scope and complexity of USCG acquisition programs, CG-SID-9 requires specialized program management support.
1. Systems Engineering Expertise
o Apply advanced systems engineering principles to support design, development, integration, and lifecycle management of complex systems.
o Ensure alignment with industry standards, government regulations, and SOW specifications.
2. Requirements Development & Analysis
o Lead requirements elicitation, decomposition, and traceability activities.
o Validate system requirements against operational needs and performance objectives.
3. Architecture & Design Support
o Develop and review system architectures, interface definitions, and technical specifications.
o Provide recommendations for system improvements and optimization.
4. Integration & Verification
o Oversee system integration planning and execution.
o Support verification and validation activities to ensure compliance with functional and performance requirements.
5. Risk Management
o Identify technical risks and propose mitigation strategies.
o Conduct trade studies and impact analyses for design decisions.
6. Stakeholder Engagement
o Participate in technical reviews, briefings, and working groups with government and contractor teams.
o Prepare technical documentation, reports, and presentations.
7. Lifecycle Support
o Advise on sustainment strategies, configuration management, and system upgrades.
o Ensure systems engineering processes are applied throughout the project lifecycle.
• Education:
Bachelor’s degree in Systems Engineering, Electrical Engineering, Mechanical Engineering, or related field; Master’s degree preferred.
• Experience:
o Minimum 8–10 years of experience in systems engineering for complex projects.
o Experience with federal acquisition programs and compliance requirements.
o Minimum 5 years of experience on ACAT 1 acquisitions programs as defined by the Major Systems Acquisition Manual (MSAM) highly desirable
o Experience with ship acquisition programs highly desirable
• Skills:
o Expertise in systems engineering standards (e.g., INCOSE, ISO/IEC 15288).
o Proficiency in modeling tools (e.g., SysML, Cameo, MATLAB).
o Strong analytical, problem-solving, and communication skills.
• Certifications: INCOSE CSEP or ESEP preferred; PMP or equivalent a plus.
