The Program Manager works under the general administrative direction of the Program Director/ Assistant Program Director. The Program Manager abides by all OPWDD regulations, agency policies/procedures, corporate compliance, mission, vision, etc., providing related oversight and direction to daily operations and staff. The Program Manager practices the NADSP Code of Ethics and meets the expectations of the core competencies set by OPWDD. The Program Manager will foster/maintain an environment ensuring integrity and responsibility by promoting the safety and emotional well-being of persons supported while recognizing that each individual has the potential for lifelong learning and growth. Related duties include scheduling staff, supporting and training staff, organizing appointments, programmatic documentation and billing, and ongoing communication to Agency/department personnel and other service providers. The Program Manager is responsible for creating and fostering a culture of high ethical standards. The Program Manager acts as a role model for professional behavior and demonstrates productive, open communication skills.
ESSENTIAL JOB FUNCTIONS
1. Provide day-to-day direction, oversight, guidance, and supervision to the Senior Counselor/Residence Counselor/Relief Staff.
2. Assist Program Director with program applicant referrals, interviews, intakes, admissions and discharges as directed and in a manner consistent with Agency, Quality Assurance and regulatory requirements. Ensures all documentation is received, complete and all staff members have received the necessary training to meet the individual’s needs.
3. Assist Program Director in reviewing and maintaining operations within budgetary guidelines to include; however, is not limited to: coding bills for Finance in timely manner and in accordance with budget outline, managing overtime, managing site purchases, etc.
4. Ensure implementation of Residents’ goals (Self-Determination) through training and oversight to program staff.
5. Provide program oversight.
6. Direct and/or participate in Agency/Program staff meetings. Attend Agency related seminars. Attend support team meetings, service plan reviews to provide verbal and written information regarding individuals’ growth and future planning. Communicate consistently and appropriate relevant information to program staff. Participate in community and professional activities as a representative of the Agency. Participate, as directed by Program Director, in planning for Program/Agency refinements and expansion.
7. Respond appropriately to crisis/emergency situations in order to ensure/secure the safety/well-being of persons supported. Response includes acting appropriately to the severity of the situation, adherence to regulatory/Agency guidelines, communication and documentation of situation to appropriate staff.
8. Coordinate all physical plant and maintenance needs with Maintenance Department.
9. Demonstrate professionalism, diversity and inclusion by providing quality service/care with respect and dignity for the individuals served.
10. Demonstrate professionalism, respect and an ability to work in a team environment with coworkers/supervisors and external stakeholders. This includes however, is not limited to: being flexible and cooperative with team, developing positive relationships with coworkers, supervisors, etc., maintaining professional boundaries with both individuals and all employees of Agency, practicing responsible work habits, modeling valued behaviors, etc.
11. Perform other comparable and related job duties as assigned.
CONDITIONS
The Program Manager is required and expected to be available for rotating on-call duties to ensure proper handling of emergencies/situations that require support and guidance to program staff and consumers.
HS diploma/GED required, Associates preferred.
Three-four years’ experience in relevant human services field required.
Computer skills and keyboarding familiarity required. Ability to be flexible and work in a team environment. Excellent interpersonal, communications and leadership/managerial skills essential.
Evidence of understanding and empathy for the PWDD population.
Previous knowledge/experience with Person Centered Planning, writing/providing service plans, OPWDD regulations, Medicaid regulations and budgets preferred. NYS Driver’s License in accordance with regulations and Agency policies, practices, and procedures required.
