The CIIS Project Lead provides technical and project leadership for Continuous Improvement Information System (CIIS) initiatives performed under the GSA Multiple Award Schedule Blanket Purchase Agreement (BPA) in support of the Federal Emergency Management Agency (FEMA), Continuous Improvement Division (CID). The CIIS Project Lead is responsible for planning, coordinating, and overseeing CIIS-related activities across BPA call orders, ensuring system functionality, data integrity, performance monitoring, and alignment with FEMA continuous improvement objectives.
This role serves as the primary technical and delivery lead for CIIS efforts, coordinating system design, development, testing, deployment, and operational support while ensuring compliance with BPA requirements and approved call-order scope.
Key Responsibilities
CIIS Project Leadership & Delivery
The CIIS Project Lead manages the day-to-day execution of CIIS-related work across one or more BPA call orders. Responsibilities include planning project activities, coordinating resources, and ensuring timely delivery of CIIS products and services in accordance with approved call-order requirements.
The role provides leadership across CIIS system initiatives, including enhancements, maintenance, configuration updates, and operational support activities, ensuring work is executed efficiently and consistently across task areas.
Systems Support & Technical Oversight
The CIIS Project Lead provides technical oversight for CIIS systems, supporting system functionality, availability, and performance. Responsibilities include coordinating system design and development activities, supporting configuration management processes, and ensuring CIIS solutions align with FEMA operational and continuous improvement needs.
The role oversees system testing activities, including functional testing, integration testing, and user acceptance support, to ensure system changes meet requirements prior to deployment. The CIIS Project Lead supports system documentation efforts, including user guides, technical documentation, and release materials.
Data Collection, Analysis & Reporting
The CIIS Project Lead supports data collection and analysis activities related to CIIS, ensuring data accuracy, consistency, and usability. Responsibilities include coordinating data inputs, supporting analytics and reporting efforts, and ensuring CIIS data products support program evaluation, performance monitoring, and decision-making.
The role supports the development and refinement of dashboards, reports, and data outputs used to support FEMA continuous improvement initiatives, after-action reviews, and program assessments.
Coordination & Stakeholder Support
The CIIS Project Lead coordinates closely with program leadership, technical staff, analysts, and other BPA resources to ensure CIIS activities are integrated with broader CID initiatives. The role supports project status reporting, technical briefings, and coordination meetings related to CIIS work.
Responsibilities include ensuring clear communication of project progress, risks, issues, and dependencies, and supporting collaboration across teams to resolve technical or operational challenges.
Quality Assurance & Compliance
The CIIS Project Lead supports quality assurance activities by ensuring CIIS deliverables meet defined performance standards and quality expectations. The role supports internal reviews, inspections, and corrective actions to address identified issues or deficiencies.
The CIIS Project Lead ensures CIIS activities are performed in compliance with BPA terms and conditions, approved call-order scope, and applicable federal requirements.
- Bachelor’s degree in Information Systems, Computer Science, Data Analytics, Business, or a related field
- Twelve or more years of experience supporting federal IT systems, data platforms, or continuous improvement initiatives
- Demonstrated experience leading system-based projects or task areas on federal contracts
- Strong understanding of system development lifecycles, system support, and testing processes
- Experience supporting data collection, analysis, and reporting activities
- Ability to coordinate technical teams and manage project execution across multiple work streams
- Strong written and verbal communication skills, including experience supporting technical briefings and reports
