The CISS Systems Engineer provides systems engineering, technical design, integration, and operational support for Continuous Improvement systems delivered under the GSA Multiple Award Schedule Blanket Purchase Agreement (BPA) in support of the Federal Emergency Management Agency (FEMA), Continuous Improvement Division (CID).
The CISS Systems Engineer supports the design, development, configuration, testing, deployment, and sustainment of information systems that enable data collection, analysis, reporting, and continuous improvement activities across FEMA programs, regions, and disaster operations.
Key Responsibilities
Systems Engineering & Technical Design
The CISS Systems Engineer supports systems engineering activities for continuous improvement platforms, including requirements analysis, system design, configuration, and integration. Responsibilities include translating functional and operational needs into technical solutions that support FEMA’s continuous improvement objectives.
The role supports system architecture documentation, interface definitions, and technical design artifacts to ensure solutions are scalable, secure, and maintainable.
System Development & Configuration Support
The CISS Systems Engineer supports development and configuration activities for CISS platforms and related tools. Responsibilities include supporting system enhancements, configuration changes, and maintenance activities in accordance with approved call-order requirements.
The role supports coordination with developers, administrators, and project leads to ensure system changes are implemented correctly and consistently across environments.
Testing, Validation & Release Support
The CISS Systems Engineer supports system testing activities, including functional testing, integration testing, regression testing, and user acceptance support. Responsibilities include assisting with development of test cases, supporting test execution, and documenting results.
The role supports validation of system changes prior to deployment and assists with release readiness activities to ensure system functionality meets requirements.
Systems Operations & Sustainment
The CISS Systems Engineer supports ongoing system operations, monitoring, and sustainment activities. Responsibilities include assisting with system performance monitoring, troubleshooting issues, supporting incident resolution, and coordinating corrective actions.
The role supports review and maintenance of system documentation, including operations guides, configuration documentation, and technical references.
Data, Reporting & Integration Support
The CISS Systems Engineer supports system integrations and data flows that enable data collection, analytics, and reporting. Responsibilities include supporting data ingestion, system interfaces, and reporting tools used to support continuous improvement, after-action reviews, and program assessments.
The role assists with ensuring data accuracy, system reliability, and alignment between technical solutions and analytical requirements.
Quality Assurance & Compliance
The CISS Systems Engineer supports quality assurance activities by ensuring system deliverables meet defined technical and performance standards. The role supports internal reviews, inspections, and corrective actions related to system performance or compliance issues.
Responsibilities include ensuring system activities are performed in compliance with BPA terms and conditions, approved call-order scope, and applicable federal requirements.
Coordination & Collaboration
The CISS Systems Engineer works closely with CIIS/CITAP Project Leads, analysts, administrators, testers, and program leadership to ensure systems support broader CID initiatives. Responsibilities include participating in technical meetings, supporting status reporting, and contributing to technical briefings as required.
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field
- Six to eight years of experience supporting federal IT systems or enterprise applications
- Experience with systems engineering, system configuration, and technical support activities
- Experience supporting system testing, validation, and deployment activities
- Familiarity with system documentation, operations support, and troubleshooting
- Strong problem-solving and analytical skills
- Ability to work collaboratively in multidisciplinary technical teams
Preferred Qualifications
- Experience supporting FEMA, DHS, or other federal mission-support organizations
- Experience supporting continuous improvement systems, data platforms, or assessment tools
- Familiarity with agile or iterative development environments
- Experience supporting system integrations, reporting tools, or data platforms
- Knowledge of federal IT compliance or security practices
